Міжнародний фонд «Відродження» як складова світової мережі Фундацій відкритого суспільства: напрями, особливості та результати діяльності (1990–2024)

Abstract

У статті проаналізована діяльність Міжнародного фонду «Відродження» (МФВ), зокрема напрями, особливості та результати його активності в Україні протягом 1990–2024 рр. Вплив МФВ як складової Фундацій відкритого суспільства характеризується крізь призму американської «м’якої сили», що сприяє процесам становлення демократичних інститутів та громадянського суспільства в країні. Особливу увагу приділено ключовим в історії незалежної України подіям 2004, 2014 та 2022 рр., що мали суттєвий вплив як на розвиток країни, так і на діяльність МФВ. Так, Помаранчева революція та Революція Гідності дали поштовх для впровадження важливих демократичних перетворень, здійсненню яких активно сприяв Фонд. Крім того, події 2014 р. (анексія Криму та воєнні дії на Донбасі), а особливо 2022 р. (повномасштабне вторгнення РФ), вплинули на часткову зміну пріоритетів діяльності МФВ та впровадження ним нових напрямів, пов’язаних, зокрема, із гуманітарною, правовою та психологічною підтримкою постраждалих від війни.

The purpose of the article is to find out the features, directions, and results of the International Renaissance Foundation`s activities in Ukraine, as well as to distinguish the key phases of its activity during 1990–2024. The research methodology includes problem-chronological, comparative-historical, and typological methods. The theoretical basis of the article is based on the concept of soft power implemented through state and non-state institutions. The scientific novelty lies in the comprehensive and chronologically broad study of the activities of the International Renaissance Foundation in Ukraine based on primary sources. Conclusions. The International Renaissance Foundation is the institutional embodiment of American soft power in Ukraine, which has had favorable ground in both Ukrainian society and government institutions throughout the entire period of independence. The main areas of the IRF activity in Ukraine are: 1) strengthening the influence of open (civil) society; 2) protecting human rights and freedoms; 3) developing democratic procedures and institutions, including by increasing the responsibility and transparency of government; 4) supporting independent media; 5) promoting the country's European integration. For the Foundation, which has been accompanying the process of becoming an independent Ukraine since 1990, the events of 2004, 2014, and 2022 were some of the key phases of its activities. The Orange Revolution and the Revolution of Dignity impetus the introduction of significant democratic reforms, the implementation of which was actively promoted by the International Renaissance Foundation. In addition, the military events of 2014, especially 2022, influenced a partial change in the priorities of the IRF's activities and the introduction of new areas related particularly to humanitarian and legal support for war victims. The main result of the International Renaissance Foundation`s soft influence (and other similar organizations of democratic countries) can be considered the spread of Western political values among the Ukrainian population and the formation of democratic institutions and civil society in Ukraine.
