Основні напрями зовнішньої політики Алжиру

Abstract

Алжир, як одна з найбільших та найвпливовіших країн Північної Африки, відіграє значну роль у формуванні регіональної та світової політики. Зовнішня політика Алжиру у XXI столітті є результатом складної взаємодії внутрішніх та зовнішніх чинників, які визначають її пріоритети, напрями та стратегії реалізації. Стаття є дослідженням та детальним аналізом основних напрямків зовнішньої політики Алжирської Народної Демократичної Республіки. Автори розглядають історію становлення влади ХХІ століття, початок 1999 р. до сьогодення та ключові аспекти зовнішньої політики Алжиру, які й включають основні напрями формування зовнішньої політики країни. Автори систематизують і аналізує політичні зміни, які вплинули на формування зовнішньої політики Алжиру. У статті було досліджено особливості формування зовнішньої політики Алжиру у XXI столітті, зокрема вплив внутрішніх чинників (політична система, економічна ситуація, соціальні та культурні фактори) та зовнішніх чинників (регіональне та міжнародне середовище, відносини з ключовими партнерами та гравцями) на її формування. Також було визначено та проаналізовано основні пріоритети зовнішньополітичного курсу Алжиру, так як сучасний Алжир позиціонує себе як регіональна держава і його зовнішньополітична спрямованість сьогодні – це Сахель і Африка. Слід зауважити, що Алжир продовжує дотримуватися політики нейтралітету та невтручання, виступаючи за дипломатичні методи врегулювання конфліктів, що відповідає його традиційній позиції на міжнародній арені. Водночас, активна участь у забезпеченні регіональної безпеки, боротьба з тероризмом та незаконною міграцією роблять країну важливим партнером для міжнародної спільноти. Стаття є комплексним аналізом зовнішньої політики Алжиру у XXI столітті з урахуванням впливу внутрішніх та зовнішніх чинників, а також у виявленні особливостей формування та реалізації зовнішньополітичного курсу країни в умовах регіональних та глобальних викликів. Результати статті можуть сприяти глибшому розумінню ролі Алжиру у міжнародних відносинах, його стратегічних інтересів та можливих сценаріїв подальшого розвитку зовнішньої політики країни. Аналіз також дозволяє оцінити вплив Алжиру на регіональну безпеку, економічне співробітництво та геополітичну динаміку Північної Африки та Сахелю.

Algeria, as one of the largest and most influential countries in North Africa, plays a significant role in shaping regional and global politics. Algeria's foreign policy in the 21st century is the result of a complex interaction of internal and external factors that determine its priorities, directions, and implementation strategies. The article is a study and detailed analysis of the main directions of the foreign policy of the People's Democratic Republic of Algeria. The authors consider the history of the formation of power in the 21st century, the beginning of 1999 to the present and key aspects of Algeria's foreign policy, which include the main directions of the formation of the country's foreign policy. The authors systematize and analyze the political changes that influenced the formation of Algeria's foreign policy. The article examines the peculiarities of the formation of Algeria's foreign policy in the 21st century, in particular the influence of internal factors (political system, economic situation, social and cultural factors) and external factors (regional and international environment, relations with key partners and players) on its formation. The main priorities of Algeria's foreign policy were also identified and analyzed, as modern Algeria positions itself as a regional state and its foreign policy focus today is the Sahel and Africa. It should be noted that Algeria continues to adhere to a policy of neutrality and non-intervention, advocating diplomatic methods of conflict resolution, which is consistent with its traditional position on the international stage. At the same time, its active participation in ensuring regional security, the fight against terrorism and illegal migration make the country an important partner for the international community. The article is a comprehensive analysis of Algeria's foreign policy in the 21st century, taking into account the influence of internal and external factors, as well as identifying the features of the formation and implementation of the country's foreign policy in the context of regional and global challenges. The results of the article can contribute to a deeper understanding of Algeria's role in international relations, its strategic interests, and possible scenarios for the further development of the country's foreign policy. The analysis also allows us to assess Algeria's impact on regional security, economic cooperation, and the geopolitical dynamics of North Africa and the Sahel.
