Інформаційна взаємодія як прояв інформаційної функції

Abstract

На основі здійсненого аналізу існуючих доктринальних дефініцій інформаційної функції держави автором сформульовано власне визначення, визначено її сутність та зміст. У зв’язку з відсутністю уніфікованого визначення інформаційної взаємодії автором також було запропоновано його обґрунтоване розуміння. Проаналізовано проблеми, пов’язані з реалізацією інформаційної функції держави, зокрема інформаційної війни України та РФ. Зазначено, що перспективним дослідженням у цій сфері є вироблення обґрунтованих пропозицій щодо вдосконалення правового регулювання інформаційної взаємодії як прояву інформаційної функції держави.

In this article the author analyzes the existing definitions of information function of the state. Own definition of information functions of the state was formulated. It was proposed to understand under the information function of the state – are the basic directions of its activities, which are aimed at providing of information interests of people and the state, both at national and international levels. In our opinion, the essence of the information function means organization and providing of the system of creation, collection, receiving, use, dissemination, storage, protection, data protection, and active participation of the state, through its representative bodies in the development of the global informational space, set the mode of information resources use on the basis of equal cooperation with other states through an appropriate information policy.
