Оценка и анализ инновационной политики Беларуси: национальный и международный контекст

Abstract

Инновационное развитие является стратегическим направлением государственного регулирования в Бе-ларуси, реализуется Государственная программа инновационного развития на 2011-2015гг. В статье рас-сматривается механизм оценки эффективности политики с точки зрения современных подходов к трактовке инноваций, дается аналитический срез оценки политики Беларуси по традиционным индикаторам инноваций и индикаторам, используемым в международной практике, на основе методологии Европейского инновационно-го табло. Предлагается расширение спектра показателей инноваций и формирования методики подготовки обзоров инновационной политики, исходя из международной практики оценки инновационной политики. Innovative development is a strategic direction of state regulation in Belarus, the State program of inno-vative development for 2011-2015 is be-ing implemented by the government. The article exam-ines the mechanism for assessing the effectiveness of innovation policies in terms of modern approaches to boost innovation. The issues of forming the innovation policy in conditions of the global word are considered. Thе paper theoretically substantiates and proves the presence of systemic failures and information asym-metry in implementing the mechanisms of supporting innovation in Belarus. The results of the innovation policy in Belarus are analyzed. The strengths and weakness of the innovation policy of Belarus are ana-lyzed by traditional indicators of innovation and indica-tors used in international practice. The conceptual foundations of expanding an approach to forming the innovation policy based on the combination of horizon-tal and goal - oriented measures of stimulating the in-novation development are analyzed. It is proposed to expand the range of indicators of innovation and to form the methodology for surveys and assessments of innovation policy in Belarus based on the international practices.
