Ресурсна взаємозаміщуваність у національній економіці внаслідок еколого-економічних флуктуацій

Abstract

У роботі висвітлюється проблема оцінювання ступеня взаємозаміщуваності між природним та штуч-но створеним капіталом. Проаналізовано окремі фактори, що впливають на обмеження взаємозаміщуваності між різного роду виробничими ресурсами. Серед обмежувальних факторів, що стримують взаємозаміщува-ність природних ресурсів та штучно створеного капіталу, проаналізовано термодинамічні, комплементарні, макроекономічні обмеження взаємозаміщуваності. Запропоновано рикошетні обмеження взаємозаміщуванос-ті між природним та штучно створеним капіталами. Окреслено напрями змін у структурі споживання при-родних ресурсів підприємствами національної економіки внаслідок еколого-економічних флуктуацій (інвести-ційні шоки, «газові» війни, валютні флуктуації). Обґрунтовано сильні та слабкі сторони національної економі-ки щодо протидії негативним флуктуаціям ресурсного характеру. According to the official data the energy intensity in independent Ukraine has reached its peak in 1997. During the following years there was a trend of gradual reduction, which was followed by stabilization of GDP energy intensity. Despite the positive dynamics, current domestic energy intensity is 3-4 times higher than in developed countries (the UK, Germany, France, Japan, etc.). The last comparison gives an idea about existence of significant improvement of potential resources. The study of Ukraine’s energy efficiency underlines that if Ukraine reaches the energy efficiency of domestic pro-duction comparative to European average (in the sec-tors of agriculture, industry, housing, utilities sector and the service sector) it would save the equivalent of 31.9 million tons of oil. Also Ukrainian imports of nat-ural gas in 2008-2012 were averaged to 38 mln. tons of oil. There are slow changes in the structure of energy consumption due to the difficulties of switching to oth-er alternative energy sources in Ukraine. In the short run the companies of the national economy in response to different resource fluctuations are using properties of natural resources substitution among themselves. In the long run businesses are using an inter resource substi-tution strategy (energy, labor, capital, information), which in turn is limited by number of significant fac-tors. Among the limiting factors that affect the degree of substitution between the various kinds of productive resources are: thermodynamic limit to substitution, complementary substitution constraints, macroeconom-ic constraints to substitution. It is proposed to look at the rebound restriction to substitution between natural and artificial capital. Thus it is not possible to achieve the ideal substitution between resources. Due to re-source and capital constraints Ukraine needs to use available renewable and nonrenewable natural re-sources more efficiently.
