Грошово-кредитний механізм у системі державного регулювання економіки

Abstract

Розглянуто можливості для зростання та розвитку економіки України, беручи до уваги досвід багатьох країн світу, що свідчить, про ефективне поєднання різних інструментів державного регулювання грошово-кредитної сфери та дає змогу вирішити проблему тимчасової нестачі ліквідності фінансових посередників, запобігти її переростанню у кризу платоспроможності. Застосовано різні підходи до визначення поняття «грошово-кредитна політика» та її ключових цілей. Обґрунтовано, що ефективний розвиток кредитної сис-теми є вагомим чинником довгострокового економічного зростання. The possibilities for growth and economic devel-opment of Ukraine, taking into account the experience of many countries, as proved by the effective combina-tion of various instruments of state regulation of mone-tary sphere makes it possible to solve the problem of temporary lack of liquidity of financial intermediaries and prevent it from escalating into a crisis of solvency. Different approaches to the definition of "monetary policy" have been applied. The most complete and pre-cise definition of monetary policy is its interpretation as a set of interrelated components aimed at achieving specific goals to regulate money market is held by the government through its central bank. Key objectives of monetary policy: price stability, exchange rate stability, increase of domestic production, the balance of pay-ments, employment, rising living standards. Stable economic growth based on expanded reproduc-tion needs to intensify credit activity of banks, increasing resources, and improving the structure of banks and to attract different types of deposits. It is necessary to make greater use of the potential loan, credit recovery and credit technology to support modern economic growth, given the nature of the modern credit market economy and fea-tures of a market economy. In general, the credit system and implementation of credit relations, provides the final redistribution of na-tional income and GDP. It promotes the adequate dis-tribution of resources between sectors, between pro-duction and non-production sphere and between enter-prises. This in turn causes structural changes in the economy and the alignment of different rates of return to its average value. It was proved that the effective development of the credit system is an important factor in long-term eco-nomic growth. Therefore, Ukraine should hold a series of measures aimed at improving the quality of imple-mentation of the functions of the credit system and strengthen its stimulating influence. To develop an effective strategy for monetary policy, one should above all adequately assess the state of the economy; a developed banking system and the stock market; insti-tutional support of monetary policy; maturity of monetary policy instruments; character interdependence of macroeconomic and monetary indicators.
