Соціально-правовий захист дітей групи «ризику» в США

Abstract

В статті розглянуто питання соціально-правового захисту дітей групи «ризику» в США. Дано визначення поняттю діти групи «ризику». Підкреслюється, що американська система соціальної допомоги дітям досить складна і гнучка. Визначено, що сучасна система служб захисту дітей включає чотири аспекти діяльності: повідомлення, розслідування справи, втручання, завершення справи. Одночасно розробляються і пропонуються особливі програми для реабілітації сімей і навчання фахівців різних профілів.

The article deals with issues of social and legal protection of children at «risk» in the USA. The defi nition of the concept of children «at risk» has been provided. It has been emphasized that the American system of social care for children is complex and fl exible. There are public and private services. In general this system can be considered as decentralized, functional, providing various welfare programmes. Today for children with behavioural or emotional problems in the United States there are several types of institutions: medical centers; family foster homes; crisis and children's mental health centers; dispensaries; special school for children and adolescents; drug treatment programmmes, alcoholism treatment programmes and so on. Group care is provided by; social welfare organization for children; institutions for physically disabled children; children prisons; psychiatric hospitals etc. It has been determined that the current system of child protection services includes four aspects: reporting, investigation, intervention, completion of the case. At the same time special programmes are offered for the rehabilitation of families with children at «risk» and training of specialists of different profiles.
