Діагностика відтворення продуктивних сил в контексті розвитку регіонального соціуму: теоретичний аспект

Abstract

У статті розроблено теоретичні засади забезпечення діагностики відтворення продуктивних сил у контексті розвитку регіонального соціуму. Доведено, що об’єктом діагностики відтворення продуктивних сил у контексті розвитку регіонального соціуму виступає процес відтворення соціального життя населення регіо-ну; предметом дослідження є складові соціального життя населення регіону, а саме: відтворення населення і трудових ресурсів, суспільного здоров’я, освітнього рівня та умов культурного розвитку населення. Вибір ме-тодів діагностики здійснюється для кожної складової відтворення соціального життя населення регіону з урахуванням особливостей умов формування та існування. The reproduction of the productive forces in the con-text of the development of the regional society is to re-store labor as the main resource of the economy, which is a major element of production. The object of diagnos-tics of productive forces reproduction in the context of the development of the regional society is the process of reproduction of social life of the region's population; the subjects of study are the components of the social life of the region, namely: human reproduction and human re-sources, public health, educational level and cultural development of the population. The choice of diagnostic methods is advantageously carried out for each compo-nent of the reproduction of social life of the people of the region with consideration of the peculiarities of the con-ditions of formation and existence. The diagnostic results of the reproduction of the productive forces in the context of the development of the regional society allow us to determine causal rela-tionships between demographic phenomena and pro-cesses, both public and private tendencies and regulari-ties of their development taking into account national traditions and socio-economic characteristics of the region (diagnosis of reproduction of the population). The highlighting of such trends and patterns provides the opportunity to recognize the negative (crisis) phe-nomena and processes, to set the background of their occurrence, to identify and evaluate deviations from the standard (normative parameters that are acceptable for this area). This, in turn, allows to choose the most ef-fective measures capable in the short term or reverse the negative trend in their course, or to consolidate and strengthen the positive processes: - between existing demographic processes and modern trends of development of professional educa-tion system and economy, keeping in mind the socio-economic characteristics of the region and the state of the regional labor market (diagnosis of reproduction of labor resources); - between the existing educational system and the acquisition of the educational level of the popula-tion (diagnostics of reproduction on educational level); - between the existing network of cultural in-stitutions and cultural development of the regional so-ciety, public and private tendencies and regularities of their development taking into account national tradi-tions and socio-economic characteristics of the region (diagnose conditions of the reproduction of cultural development of the population); - to assess the state of physical, mental and social well-being of the population of the region, to identify the causes and regularities of its development taking into account peculiarities of functioning of the regional health system, development pressure, econom-ic and social development of the region (diagnostics of reproduction of public health).
