Оцінка стану використання регіональним менеджментом в Україні сучасних концепцій та інструментів управління

Abstract

У статті проаналізовано потенціал відомих управлінських технологій та інструментів для можливого їх використання в інноваційних процесах і процедурах гармонізованого управління і менеджменту на регіональному рівні. Продемонстровано, що технологія стратегічного управління регіональним розвитком виступає яскравим прикладом широкого використання цілого комплексу сучасного менеджерського інструментарію. Аналітично підтверджено, що в існуючій практиці регіонального менеджменту в Україні відсутнє масштабне використання сучасних концепцій та інструментів управління світового рівня, що доказово свідчить про потребу створення і запровадження в практичне управління інноваційних управлінських технологій і рекомендацій, які базуються на гармонізації інтересів, стосунків і взаємодії учасників регіональних ринків і досягнення спільних цілей їх діяльності. The goal of this article is to assess the current state of the usage of concepts, technologies and tools of re-gional management by the administrative corps of na-tional socio-economic systems of the regional level. The article analyzes foreign and domestic experience regarding the implementation of major innovative management concepts in the sphere of management of the vital functions of regional communities and high-lights the results of the study of the most popular man-agement tools in the global business environment in-cluding: investment portfolio analysis (IPA), materials requirement planning (MRP), brand management mod-el (MBM), cash-flow analysis (CFA), activity-based costing (ABC), target costing (TC), capital budgeting (CB), total quality management (TQM), strategic plan-ning (SP), just in time (JIT). Management efficiency increase was justified in case of the integrated use of innovative tools which should be chosen based on specific management objec-tives, tasks, and situations in which these goals and objectives are expected to be achieved. It was determined that one of the most striking ex-amples of the integrated use of modern managerial tools in Ukraine is the technology of strategic man-agement of socio-economic development of regions of Ukraine that conclusively demonstrates the need and feasibility of use in the strategic management of eco-nomic development of regions of Ukraine both already known concepts and tools of management, and creation and implementation of innovative domestic technolo-gies and management recommendations into evidence-based practice of management development. The rec-ommendations on the use of existing positive interna-tional and European experience in the form of models, technologies, and management tools, have been pro-vided for the development process and subsequent im-plementation of regional development strategies. The reasons and the shortcomings in the existing practice of regional management in Ukraine and in the approaches to making management decisions at the regional level, that hinder the implementation of inter-national and domestic innovative management tech-niques and tools in practical use, have been deter-mined. It was analytically confirmed that in the current practice of regional management in Ukraine there is no large-scale use of modern concepts and management tools of world level, that conclusively demonstrates the need for the creation and implementation in the practi-cal management of innovative management technolo-gies and recommendations based on the harmonization of interests, relationships and interaction of participants in regional markets and achievement of common goals in their activities.
