Цілі і задачі системи динамічного контролю соціально-економічного розвитку підприємства

Abstract

Контроль являє собою як функцію управління, так і елемент системи управління. Результати здійснення контролю впливають на функціонування всього підприємства, адже він наскрізь пронизує усю його діяльність. Зазначено, що в сучасних умовах функціонування з метою ефективної діяльності підприємства необхідна ор-ганізація системи динамічного контролю. Визначено, що важливими елементами системи контролю є цілі і завдання. Проаналізовано підходи фахівців до визначення цілей і завдань системи контролю. Запропоновано визначити три головних цілі цієї системи динамічного контролю: оперативну (запобігання помилок на підприємстві), тактичну (забезпечення ефективного функціонування підприємства) та стратегічну (забезпе-чення розвитку підприємства). Визначені основні завдання за рівнями цілей, що реалізуються. Встановлено взаємозв’язок між цілями, задачами та видами контролю. Organization of dynamic control system of the so-cio-economic development of the enterprise is a rele-vant problem of functioning of modern enterprises. The control system as an element (subsystem) of the management system has its own goals and objec-tives. In order for the control system of the company to perform its functions and be an effective tool for its work, it’s important to identify the goals and objectives of the system correctly. Thus, the purpose of the article is to define the goals and objectives of the dynamic control system of the socio-economic development of the enterprise. The aim of control system is understood as the de-sired state of the control system, the end result of its operation. The tasks of the control system are a list of con-sistent actions aimed at achieving the aims of control system. Dynamic control ensures the functioning and de-velopment of the company in a volatile environment, that is, helps to identify factors of internal and external environment, identify and reduce their impact on the operation of the enterprise. Based on the results of the research conducted by the author: - the opinion of experts on the definition of the goals of the control system and the tasks required to achieve these goals has been presented; - three main goals of dynamic control of the socio-economic development of the company: operational (prevention of mistakes in the company), tactical (en-suring the effective functioning of the enterprise), strategic (ensuring the development of the company), have been defined. This division of goals allows one to del-egate control functions at all levels of company man-agement; - the main task, according to the levels of goals which are to be implemented, have been defined. Prop-er identification of tasks influences the efficient im-plementation of the goals, and therefore the functioning of the entire control system in general; - the importance of achieving operational goals, de-cisions and tasks necessary for their implementation, which provides a more efficient operation and devel-opment of the enterprise, has been emphasized; - the relationship between goals, objectives and forms of control have been established. The proposed approach allows to determine the professional field of knowledge of the expert carrying out certain control functions. A perspective direction for further study of the top-ic is the formation of the basic control system of socio-economic development of the enterprise.
