Бюджетні пріоритети України: економіко-статистичний аналіз видаткової частини зведеного бюджету

Abstract

У статті визначено структуру видаткової частини бюджету як індикатора потреб соціального та еко-номічного розвитку суспільства, що мають пріоритетне значення. Досліджено особливості застосування основ-них статистичних методів для оцінювання видатків бюджету та обґрунтовано, що лише комплексне викори-стання статистичних методів дасть змогу провести повноцінне оцінювання видаткової частини бюджету за-галом та пріоритетних напрямів фінансування зокрема. Проведено статистичний аналіз та виявлено бюджетні пріоритети видаткової частини зведеного бюджету України за ознаками частки у загальному обсязі витрат зведеного бюджету, рівнем виконання планових показників і ступенем інтенсивності збільшення. The article defines the structure of budget expendi-tures as an indicator of social and economic needs of society, which have prior importance. The peculiarities of application of basic statistical methods for estimat-ing budget expenditures have been researched, and it was proved that only comprehensive statistical tech-niques will make it possible to conduct a full assess-ment of budget expenditures in general, and priority areas of funding in particular. The first method, which was adapted to the evaluation of budget expenditures was groupings, that is, the allocation of expenditures according to functional classification. The first group with the lowest expenditures always includes defense spending, environmental protection, housing and utili-ties, spiritual and physical development. The second group with low levels of funding has included, throughout the entire study period, expenditures on public order, security and judicial authorities; changes in budget priorities resulted in reducing the cost of state administration in 2008, economic activity in 2013-2015 and public health in 2014-2015. The third group with a medium priority level at the expenditure part of the budget is quite dynamic in its composition. Thus, health expenditures were a part of the third group dur-ing 2007-2013, state administration - only in 2007, 2009-2014 and economic activity in 2009-2012. The fourth group of expenditures mainly included expendi-tures on education, while social protection and social security expenditures had the highest priority. A statistical analysis was conducted and budget priorities of expenditures in the consolidated budg-et of Ukraine were identified on the basis of the share in the total consolidated budget expenditures, level of performance of planned indexes, and the degree of intensity increase. The discrepancy in shaping budget priorities on various grounds was revealed and the ways of their optimization in the context of increasing spending on economic activi-ty, defense and public order, security and judicial authorities, were suggested.
