Методичне забезпечення оцінки економічного потенціалу розвитку міжсекторальних партнерських відносин

Abstract

Розроблено методичний підхід до визначення системи показників на основі використання методу ієрархій з метою оцінки економічного потенціалу розвитку партнерських відносин. Відповідно до запропонованого методичного підходу визначено критерії (на основі аналізу інтересів суб’єктів партнерських відносин) та альтернативи (на основі масиву показників, які оцінюють стан національної економіки). Обґрунтовано склад показників-репрезентантів для груп критеріїв, сформованих за методом центру тяжіння для формування загальної універсальної системи показників, побудови вектору-еталону розвитку та інтегрального показника для оцінки рівня розвитку економічного середовища з метою визначення економічного потенціалу розвитку партнерських відносин. The prerequisite for economic growth and improving the efficiency of the national economy is the formation and implementation of effective public policies, which is an important aspect of which is to assess the economic environment. Thus, this fact stipulates necessitates the implementation of development methodological support of potential development for the assessment of cross-sectoral partnerships. To determine the feasibility of developing partnerships have been analyzed the totality of the available resources as possible to achieve the desired result from their use. This allows to determine the economic potential of development partnerships. This fact stipulates the actuality of the research. The article is aimed to develop a methodical approach to determining the condition of the economic environment, which consists of: a set of indicators to assess the economic environment has been composed, the selected indicators were grouped; the integral indicators for each group were calculated; the next stage is to quantify analysis of the economic environment; the essence of the last stage is to draw up recommendations on the need for the implementation of cross-sectoral partnerships. According to the methodical approach indicators to assess different aspects of the national economy have been summarized and systematized. They have formed an array of indicators. In accordance with the method of analysis of hierarchies have been defined the criteria of assessment (which are formed on the basis of interests of partnerships in the framework of public policy) and alternatives (which are formed on the basis of an array of indicators to assess different aspects of the national economy of the environment). As a result a set of indicators to assess economic potential of development of cross-sectoral partnership has been defined. On the basis of statistical information have been showed the dynamics of the development of indicators for each group, as well as standardized data for further processing. On the basis of the information received vector of development have been defined, as well as the value of the integral index have been obtained (by calculating the Euclidean distance) and the representant in each group were determined on the basis of a matrix of distances between objects. Thus, the selected of system indicators in the methodological approach to the evaluation of the economic potential of cross-sectoral partnership is the basis for prospects of further researches in this area.
