Проблемні аспекти децентралізації видаткових повноважень на фінансування закладів професійно-технічної освіти в Україні

Abstract

У статті проаналізовано сучасний стан та тенденції фінансування системи професійно-технічної освіти в Україні та їх вплив на формування і розвиток економічного та соціального потенціалу держави. Опрацьовано нормативно-правові акти та проведено комплексний аналіз останніх змін у законодавстві України, що стосуються фінансового забезпечення підготовки робітничих кадрів за рахунок коштів державного та місцевих бюджетів. Виявлено ризикові аспекти припинення фінансування галузі за рахунок субвенції з державного бюджету місцевим бюджетам на підготовку робітничих кадрів, доведено фактичну неспроможність місцевих бюджетів забезпечити необхідні видатки на поточному етапі реформи бюджетної системи. Обґрунтовано необхідність забезпечення додаткових видаткових повноважень, отриманих місцевими бюджетами у процесі бюджетної децентралізації, відповідними фінансовими ресурсами. The article studied the current state and problematic aspects of the financial support of the system of vocational education in Ukraine. In the process of scientific research disclosed the value of vocational education as an important component of the social and cultural sphere, determined the functional impact of qualitative provision of these services on the formation and development of the economic and social potential of the state. Basing on the analysis of the current status and trends of funding of vocational education institutions in Ukraine as a whole, as well as in the Ternopil region it proved that at the current stage of the budget reform local budgets are not actually able to provide the necessary costs for financing this sector. The necessity to provide additional spending authorities received by local budgets of Ukraine in the process of fiscal decentralization, with appropriate financial resources is proved. The analysis of organizational and legal conditions and monitoring of institutional support of decentralization of expenditure responsibilities of local budgets in the financing of education is given. The features of the strategies of financial support of investigated industry in the European practice are reviewed, and the possibility of using some of the approaches for improving the quality of services in Ukraine is considered. It is proved that the balance of powers of the state and local levels of the budget system in the financing of vocational education, as well as the optimization of the network of institutions in accordance with the labor market needs of the region contributes to the further development of the education system, its availability at a basic level and increasing of the quality of life and welfare generally.
