Механізм регулювання ринку праці в умовах системної кризи

Abstract

У роботі розглянуто основи побудови сучасного механізму регулювання ринку праці з урахуванням негативних проявів системної кризи. Спираючись на аналіз ступеню впливу її складових (економічної, політичної, соціальної, демографічної, культурної), обґрунтована необхідність переогляду ступеню втручання держави в регулювання ринкової поведінки. Базуючись на методологічних підходах класичних та сучасних наукових шкіл, уточнено сутність та взаємозв’язок державного, договірного регулювання, саморегулювання ринку праці. Розглянуто складові механізму регулювання ринку праці. Представлено авторське визначення мети регулювання та функціонального забезпечення її реалізації. Уточнено зміст суб’єктів, об’єктів, принципів, методів (засобів), інструментів впливу на ринок праці. Багатогранність механізму регулювання ринку праці обумовлює доцільність посилення державного впливу для подолання наслідків системної кризи. The paper considers the foundations of building a modern mechanism for the regulation of the labour market taking into account the negative manifestations of a systemic crisis. Based on the analysis of the degree of influence of its components (economic, political, social, demographic, cultural), the necessity of revision of state intervention in the regulation of market conduct. Based on the methodological approaches of classical and modern scientific schools, clarified the nature and relationship of state, contractual regulation, self-regulation of the labour market. The components of the mechanism for the regulation of the labour market are considered. Presents the author’s definition of the purpose of the functional regulation and ensure its implementation. Clarifies the meaning of subjects, objects, principles, methods (ways), instruments of the labour market. The versatility of the mechanism for the regulation of the labour market determines the appropriateness of the strengthening of the state influence the consequences of the systemic crisis.
