Декомпозиція масштабів державного підприємництва у складі національної економіки: галузевий зріз

Abstract

Державне підприємництво позиціонується як інституційне явище і невід’ємний структурний елемент національної економіки, а державний сектор - як його функціональний прояв та індикатор успішності реалізації структурно-інституційної складової економічної політики держави. Проаналізовано ключові параметри, що визначають масштаби присутності державного підприємництва у національній економіці загалом та в розрізі галузей економічної діяльності зокрема, керуючись офіційною методикою Міністерства економічного розвитку і торгівлі України. Виявлено низку недоліків та сформовано відповідні рекомендації щодо її вдосконалення, а також ряд інших пропозицій, націлених на захист національних інтересів при провадженні реформи державного сектора та реалізації приватизаційної програми. The article is devoted to reforming structural and institutional components of the national economy under consideration of fluctuating state business processes. Trajectory tracking of offset of the sectoral presence of the state (as a subject of economic activity) and the possible consequence of such decision for the welfare of society have been positioned as the prerogative of scientific research. It has been hypothesized that the number of state enterprises (or their specific share in the economy), compared with the influence of other factors, is not the determining factor which forms the scale of the public enterprise. Since the public sector is the functional expression of public enterprise, the absolute and relative quantity characteristics of its representation in USREOU including unitary and corporate components were represented in the article. Special attention was focused on the analysis of parameters that the Ministry of Economic Development and Trade uses in evaluating the scale of the public sector as a part of the economy. It allowed to distinguish to disadvantages of the official methodology: the influence of each parameter on the final resultant considered to be equivalent that was not confirmed by their decomposition analysis. For confirmation of the hypothesis, mathematical calculations using the program Mathcad14 were conducted. Namely: an integrated evaluation of 4 parameters that form the basis of the public sector proportion for 2005-2015 by a sectoral component; coefficients of determination that characterize the measure of public enterprise depending factors among themselves. On this basis, the formula for calculating metric of the public sector specific share, which is used by Ministry of Economic Development and Trade has been adjusted. Its new significance (averaged over the last ten years) was founded. The obtained results allowed to: identify sectorial-constant, where specific of public sector for 2005-2015 remained at least 5.36%; set that the number of state enterprises is not a determining factor scale state enterprise. Recommendatory set of proposals to facilitate the restoration public enterprise as a system management tool of the state economy were proposed for consideration.
