До проблеми дитячої бездоглядності в Україні

Abstract

В статті розкрито окремі аспекти дитячої бездоглядності в Україні, проаналізовані фактори, що призводять до виникнення даної проблеми. Автор подає класифікацію причин дитячої бездоглядності, яка в більшості випадків обумовлена низькою результативністю роботи органів опіки, недоліками законодавства і відсутністю чіткого механізму реалізації вже діючого законодавства, яке регулює відносини в сім’ї, державі, суспільстві, батьків і дітей. Ключові слова: бездоглядність, «діти вулиці», соціальні сироти, неблагополучні сім’ї, неповна сім’я.

The article describes the situation of child neglect in Ukraine, analyses factors that can cause this problem. The author has presented the classification of causes of child neglect, that in most cases is conditioned by low level of care provision, shortcomings of legislation and the lack of a clear mechanism of implementation of existing legislation, regulating relations in the family, the state, society, parents and children. The disintegration of family relationships - one of the main reasons for the flight of children from the home. A high level of social tensions had a negative impact on physical and mental health of children. The consequences of hunger along with antigny conditions of life on the street, drug use, oxygen deprivation, premature sexual life affect the physiological state of children. Along with this the stay of homeless people in anti-social environment has changed their personality traits and formed a new stratum of society with its own laws, its own "subculture".
