Сутнісна характеристика професійної реабілітації людей з інвалідністю

Abstract

У статті проаналізовано професійну реабілітацію як комплекс заходів із підготовки особи до професійної діяльності, відновлення чи набуття професійної працездатності шляхом адаптації, реадаптації, навчання, перенавчання чи перекваліфікації з подальшим працевлаштуванням. Розкрито структуру й зміст діяльності закладів професійної реабілітації. Виокремлено принципи професійної реабілітації. Зазначено пріоритетні завдання державної політики, спрямованої на оптимізацію процесу професійної реабілітації. Ключові слова: професійна реабілітація, соціальний захист, соціальне забезпечення, людина з інвалідністю, працевлаштування, зайнятість.

The article analyzes the professional rehabilitation as a complex of measures for preparing a person for professional activity by determining its professional suitability, restoring or acquiring professional ability in the process of adaptation, re-adaptation, training, retraining or re-training with subsequent employment. The normative and legal basis of professional rehabilitation is outlined. The structure and content of the activity of the institutions of professional rehabilitation have been disclosed. The principles of professional rehabilitation (the principle of targeting of social assistance, the principle of guarantee, the principle of integrity, the principle of autonomy of local authorities and social protection in the organization and conduct of social assistance, the principle of social reaction) are outlined.
