Стратегічне управління економічною безпекою країни

Abstract

У статті подано рекомендації щодо удосконалення організації процесу стратегічного управління економічною безпекою країни, який включає такі етапи: визначення стратегічних цілей; стратегічний аналіз; визначення переліку та пріоритетності загроз економічній безпеці країни; оцінювання рівня економічної безпеки країни; моделювання сценаріїв убезпечення економіки країни; формування стратегії та тактики забезпечення економічної безпеки країни; розроблення заходів, засобів та механізмів реалізації стратегії економічної безпеки країни; моніторинг і контроль. Зосереджено увагу на технології процесу забезпечення економічної безпеки країни, що поетапно формується та реалізується через процеси методами, засобами, заходами та інструментами стратегічного управління. Обґрунтовано перелік загроз економічній безпеці України та їх пріоритетність. Запропоновано методичний підхід оцінювання рівня економічної безпеки країни. Розроблене методичне забезпечення оцінювання рівня економічної безпеки країни, яке ґрунтується на розрахунку інтегрального показника, дало змогу сформувати підґрунтя для проведення кластеризації України та країн ЄС

The article presents recommendations for improving the organization of the process of strategic management of economic security of the country, which includes the following stages: the definition of strategic goals; strategic analysis; determination of the list and priority of threats to economic security of the country; assessment of the level of economic security of the country; modeling scenarios to ensure the security of the country's economy; the formation of strategy and tactics to ensure economic security of the country; development of measures, tools and mechanisms for the implementation of the country's economic security strategy; monitoring and control. Attention is focused on the technology of the process of ensuring economic security of the country, which is formed and implemented through the processes of methods, means, activities and tools of strategic management. The list of threats to the economic security of Ukraine and their priority is justified. The methodical approach of an assessment of level of economic security of the country is offered. The developed methodological support for the assessment of the level of economic security of the country, which is based on the calculation of the integral indicator, allowed to form the basis for the clustering of Ukraine and the EU.
