Патентная статистика как индикатор инновационного развития национальной экономики

Abstract

В статье исследованы тенденции инновационного развития национальной экономики (на примере Украины и Азербайджана) на основе данных патентной статистики. В аналитических целях измерены показатели па- тентной активности в разрезе создания и использования основных объектов промышленной собственности в экономике, в том числе в составе отдельных мировых индексов экономического развития. Проведен анализ патентной активности в Украине и Азербайджане, в том числе в сравнении с мировыми и региональными тенденциями. Сделаны выводы о состоянии национальных инновационных систем, степени и качестве участия стран в глобальном рынке инноваций. Определены основные задачи инновационной трансформации национальных экономик с учетом результатов патент- ного анализа.

У статті досліджені тенденції інноваційного розвитку національної економіки (на прикладі України й Азербайджану) на основі даних патентної статистики. В аналітичних цілях виміряні показники патентної активності в розрізі створення і використання основних об’єктів промислової власності в економіці, у тому числі у складі окремих світових індексів економічного розвитку. Проведений аналіз патентної активності в Україні й Азербайджані, в тому числі у порівнянні зі світовими та регіональними тенденціями. Зроблені висновки про стан національних інноваційних систем, ступінь і якість участі країн у глобальному ринку інновацій. Визначені основні завдання інноваційної трансформації національних економік з урахуванням результатів патентного аналізу.

Generally recognized driver of economic growth of both developed and developing countries is innovations, including non-material in the form of intellectual (industrial) property, first of all, inventions, utility models, industrial designs protected by patents. In this context, the issue of studying trends in the innovative development of the economy on the basis of patent statistics – statistics of technological results of research and development is being actualized. For this purpose, the article carries out an evaluation of the level of patent activity as a relevant indicator of innovative development of the national economy (through the example of Ukraine and Azerbaijan). As relevant qualitative and quantitative indicators, including those in complex economic development international indices, for the countries under study, there are investigated: trends for the volume of domestic patenting; areas of patenting, including high-tech; trends for integration in the world innovation market; trends for the volume of international patenting; use of science and technology knowledge in the economy. Comparative analysis of the level of patent activity in Ukraine and Azerbaijan is conducted, including in the context of global and regional trends. According to the research results, appropriate conclusions are drawn about the state of national innovation systems, degree and quality of participation of both countries in the global market for innovation. In particular, noting the generally active patent position as a key competitive advantage of the most developed economies of the world, the emphasis is placed on a significant separation of Ukraine and Azerbaijan in terms of patent activity indicators in the field of creation and use of industrial property in the economy. The main activities of the innovative strategy for the development of national economies taking into account patent analysis results are determined.
