Перспективи глобальної міграції та Україна

Abstract

У роботі досліджуються основні перспективи глобальної міграції: динаміка, орієнтири транскордонних переміщень, регуляції і позиції урядів світу в контексті позитивних ефектів міграцій. Значущість дослідження глобаль- ної мобільності її процесів, обсягів, мотиваторів зумовлена стрімким нарощуванням інтенсивності економічного та со- ціального розвитку країн світу під впливом змін глобального середовища. Автори розглядають перспективи глобальних переміщень з позиції переваг та можливостей, визнаючи позитивний внесок мігрантів у забезпечення інклюзивного зростання та розглядаючи міграцію як «багатогранне явище». У статті розкрито конкретні заходи регуляції міграційної політики України в контексті глобалізаційних перспектив, також окреслено основні заходи з удосконалення міграційної політики в межах адаптації найкращих міжнародних практик до українського контексту.

В работе исследуются основные перспективы глобальной миграции: динамика, ориентиры транс- граничных перемещений, регуляции и позиции правительств мира в контексте положительных эффектов миграций. Значимость исследования глобальной мобильности ее процессов, объемов, мотиваторов обусловлена стремительным наращиванием интенсивности экономического и социального развития стран мира под влиянием изменений глобаль- ной среды. Авторы рассматривают перспективы глобальных перемещений с позиции преимуществ и возможностей, признавая положительный вклад мигрантов в обеспечение инклюзивного роста и рассматривая миграцию как «много- гранное явление». В статье раскрыты конкретные меры регуляции миграционной политики Украины в контексте глоба- лизационных перспектив, а также обозначены основные мероприятия по совершенствованию миграционной политики в рамках адаптации лучших международных практик в украинском контексте.

Extremely relevant is the study of the economic essence of international migration, the causes, motives that generate labor migration, its impact on the socio-economic development of the country, the study of global experience in regulating migration processes and the possibilities for its use in Ukraine. The importance of these problems caused the subject and purpose of this study – the scientific substantiation of the economic effects of international labor migration, as well as the development of practical recommendations on the use of positive effects of international labor migration on this basis. The main tendencies of modern international migration are: globalization of international migration; qualitative changes in global migration flows; determining role of economic, first of all, labor migration; Significant increase in illegal migration; increasing the scale and expanding the geography of forced migration; the growing role of international migration in the demographic development of developed countries; feminization of international migration; the double nature of migration policy at the national, international, regional and world levels. The paper examines the main perspectives of global migration: the dynamics, guidelines for transboundary movements, the regulation and position of world governments in the context of the positive effects of migration. The significance of the study of the global mobility of its processes, volumes, and motivators is due to the rapid increase in the intensity of economic and social development of the world under the influence of changes in the global environment. The authors consider the prospects of global displacement from the point of view of advantages and opportunities, recognizing the positive contribution of migrants to ensuring inclusive growth and considering migration as a “multifaceted phenomenon.» The article describes concrete measures of regulation of the migration policy of Ukraine in the context of globalization perspectives and also outlines the main measures for the improvement of migration policy in the framework of adaptation of best international practices to the Ukrainian context.
