Поточний стан та перспективи розвитку АПК України: пошук нових ринків збуту

Abstract

У статті досліджено перспективи розвитку вітчизняного агропромислового комплексу в умовах євроінте- грації та розширення присутності на азійських ринках сільськогосподарської продукції. Здійснено статистичний аналіз поточного стану українського аграрного сектору. Досліджено структуру виробництва сільськогосподарської продукції та її експорту за видами продукції та ринками збуту. Виявлено чинники формування міжнародної конкурентоспромож- ності продукції аграрного сектору, доведено неоднорідність впливу цих чинників на різні види сільськогосподарської продукції на різних ринках збуту. Вивчено вплив євроінтеграції на розвиток українського агропромислового сектору, виявлено перспективи та загрози подальшого розширення зони вільної торгівлі між Україною та ЄС. Сформовано на- прями розвитку аграрного сектору України та виявлено сильні і слабкі сторони зростання його експортного потенціалу.

В статье исследованы перспективы развития отечественного агропромышленного комплекса в ус- ловиях европейской интеграции и расширения присутствия на азиатских рынках сельскохозяйственной продукции. Осуществлен статистический анализ текущего состояния украинского аграрного сектора. Исследована структура про- изводства сельскохозяйственной продукции и ее экспорта по видам продукции и рынкам сбыта. Выявлены факторы формирования международной конкурентоспособности продукции аграрного сектора, доказана неоднородность влия- ния этих факторов на различные виды сельскохозяйственной продукции на различных рынках сбыта. Изучено влияние европейской интеграции на развитие украинского агропромышленного сектора, изучены перспективы и угрозы даль- нейшего расширения зоны свободной торговли между Украиной и ЕС. Сформированы направления развития аграрного сектора Украины и выявлены сильные и слабые стороны роста его экспортного потенциала.

Agriculture is an important sector of the world trading system. Demand for agricultural products is increasing proportionately to the growth of the world's population. The food problem is exacerbated, therefore, the issue of increasing the participation of countries in the production of agricultural products is not only for their own needs, but also for export. The relevance of the study is also explained by the fact that for the Ukrainian economy, the agrarian sector has gained new significance in view of the rapid development of agribusiness enterprises, the growth of volumes of production and export of agricultural products from Ukraine in recent years. The article investigates the current state of development of Ukrainian agroindustrial complex, reveals the main tendencies of changes in the production and marketing of grain, livestock products, vegetable growing on traditional export and new foreign markets. The strategic analysis of production and export of agricultural products in the context of certain types of goods, markets and factors of international competitiveness has been carried out. It is proved that the formation of factors of international competitiveness of Ukrainian agricultural products takes place differently for markets of different countries. It is established that the influence of European integration on the competitiveness of domestic agricultural products is ambiguous. The existing system of import quotas by the EU does not contribute to the expansion of Ukrainian exports, and Ukrainian livestock production is becoming uncompetitive due to the overwhelming demands, technical barriers and the high level of subsidization of EU farms. The necessity of expanding the presence of Ukraine in the grain market of Asian countries and countries of Africa has been proved. The directions of development of the agrarian sector of Ukraine have been formed taking into account internal and external factors. The main internal factors recognized the need to streamline the agricultural land market and the permission to sell it partly, to improve state support to small and medium-sized farms, redistribute budget subsidies and targeted loans to agricultural producers, improve the system of state governance in the agrarian sector, develop research and improve the training of specialists for the agrarian sector. External factors include the need for attracting foreign direct investment, improving trade conditions with the EU, and expanding exports of grain and livestock products to Asian countries.
