Оцінка зовнішньоторговельної політики України

Abstract

У статті проаналізовано особливості зовнішньоторговельної політики України, методи її реалізації та ефективність з огляду на аналіз динаміки макроекономічних показників зовнішньої торгівлі. Зовнішньоторговельна по- літика розглядається як одна з найважливіших ланок впливу на внутрішній економічний стан країни. Досліджено вплив застосовуваної в країні торговельної політики на динаміку фінансових показників зовнішньої торгівлі України та визна- чено, наскільки результативне їх використання. Тобто простежується, наскільки сильно впливає на експорт та імпорт політика вільної торгівлі або ж застосування заходів протекціонізму в окремих галузях економіки чи щодо конкретної продукції. Визначено деякі закономірності та зроблено прогноз можливого вдосконалення системи.

В статье проанализированы особенности внешнеторговой политики Украины, методы ее реализации и эф- фективность с учетом анализа динамики макроэкономических показателей внешней торговли. Внешнеторговая политика рассматривается как один из самых важных рычагов воздействия на внутреннее экономическое положение страны. Изуче- но влияние использованной в стране торговой политики на динамику финансовых показателей внешней торговли Украины и определено, насколько результативным может быть ее применение. То есть прослеживается, насколько сильно влияет на экспорт и импорт политика свободной торговли, использование протекционизма в отдельных отраслях или на счет кон- кретного продукта. Определены некоторые закономерности и сделан прогноз возможного усовершенствования системы.

This article gives a detailed analysis of the Ukrainian Foreign trade policy’s characteristics, methods of its implementation and effectiveness, based on an analysis of dynamics of macroeconomic trade indicators. In today’s conditions of world trade continuous development every year more and more countries become participants each of which has its own competitive advantages. Given this trend the issue of foreign trade policy is becoming more and more relevant. In order to adapt to the new conditions that market will dictate, the governments of the countries each time have to decide what measures to take this time: to protect national manufacturer or to fully open up for new opportunities. For Ukraine, whose current main goal is in-depth collaboration with the European Union, it is more than ever important to use a well-balanced foreign trade policy and its gradual improvement. Therefore its current situation and problem areas are worth to explore. Formation and development of modern Ukrainian economy are being held in conditions of constant internal and external instability. Ukraine is a relatively young participant of international market, thats why its external trade policy is only at the stage of formatting and adapting. Generally there is a complex exportimport- control system, which is a combination of free trade and protectionism. Now the national economy is in the process of transition from strict protectionism to policy of non-intervention, which is held for further deepen economic cooperation with the world and to improve the country's economic situation. Foreign trade policy is considered as one of the most important bargaining chips of the country's internal economic situation. The authors were investigating the influence of the trade policy applied in the country on financial indicators of foreign trade and determine how effective their use is. So it is traced which influence has free trade policy on export and import, and which influence has the usage of protectionist measures in certain sectors of the economy or in relation to specific products. There have been drawn certain conclusions and determined some perspectives for the future in this field.
