Аналіз структури інвестиційного складника економічної безпеки в сучасних реаліях України

Abstract

У роботі визначено ієрархічне місце інвестиційного складника в системі економічної безпеки держави. Надано аналіз структури прямих іноземних інвестицій в економіку України за видами економічної діяльності та за країнами надходження (країнами-інвесторами). Розглянуто вплив іноземних інвестицій в окремі галузі господарства на економічну та національну безпеку, визначено небезпечні перекоси надлишкового інвестування в стратегічні для України галузі економічної діяльності. Запропоновано науковий підхід до визначення міcця та ролі прямих іноземних інвестицій у системі економічної безпеки. Надано загальну характеристику інвестиційних процесів та інвестиційного клімату в країні. Визначено пріоритетні напрями для залучення іноземних інвестицій та методику їх надійного захисту. Окремо розглянуто значення інвестицій у науку, охорону здоров’я та систему вищої освіти України як стратегічних по- зачергових напрямів інвестиційної політики держави.

В работе определено иерархическое место инвестиционной составляющей в системе экономической безопасности государства. Представлен анализ структуры прямых иностранных инвестиций в экономику Украины по видам экономической деятельности и по странам-инвесторам. Рассмотрено влияние на экономическую и националь- ную безопасность иностранных инвестиций в отдельные отрасли хозяйства, обозначены опасные перекосы избыточ- ного инвестирования в стратегические для Украины отрасли экономической деятельности. Предложен научный подход к определению места и роли прямых иностранных инвестиций в систему экономической безопасности. Дана общая характеристика инвестиционных процессов и инвестиционного климата в стране. Определены приоритетные направ- ления для привлечения иностранных инвестиций и методика их надежной защиты. Отдельно рассмотрено значение инвестиций в науку, здравоохранение и систему высшего образования Украины как внеочередное стратегическое на- правление инвестиционной политики государства.

The purpose of the article is to determine the priority directions of investment in the economy of Ukraine taking into account the strategic interests of the country and raising the level of economic security of the state. To identify the types of economic activity in Ukraine which are the best in terms of foreign investors. To determine the degree of influence of foreign direct investment on the economic security of the state. To identify strategic directions for investment in the Ukrainian economy in the modern conditions. Methods of observation, comparison, and systemic analysis were applied basing on the data from the State Statistics Service, foreign and domestic economic publications. Data were reviewed from a survey of managers of enterprises with foreign investments in Ukraine and of foreign investors on the benefits of investments by type of economic activity. The influence of foreign investments in certain economic sectors on economic and national security is considered. The authors consider the most dangerous trends and factors of the impact of foreign direct investment on financial and economic security. Review of the fact of investment from offshore zones and countries with non-transparent economy. The consequences of the distortion of the investment market and, as a result, of the labor market according to geographical features are considered. The authors consider the quality of state policy and regulation in the field of investment security as a component of economic security. An analysis of the structure of foreign direct investment in the areas of economic activity makes it possible to identify the most promising and little investigated areas of investment. First of all, health care and the system of secondary and higher education as a strategic direction for restoring the country's human resources potential. The general tendencies of investment activity development in Ukraine are reviewed. The ways are reviewed of encouraging foreign investors to open and develop enterprises that provide healthcare and education services and will create on this basis the human resources in the context of their corporate interests and, consequently, increase the country's economic security.
