Якісна освіта – інструмент сталого розвитку (зарубіжний досвід та українські реалії)

Abstract

Статтю присвячено огляду сучасного стану освіти в Україні. Висвітлюється значення освіти в соціально- економічному розвитку країни. Розкривається сутність та визначаються складники якості освіти у цілому і вищої зокре- ма, роль якої в умовах глобалізації, переходу до постіндустріальної стадії суспільного розвитку та інформатизації сус- пільства надзвичайно зростає. Особливу увагу приділено обґрунтуванню напрямів забезпечення поліпшення підготовки кадрів і вибору відповідного інструментарію, а також визначенню чинників, які на це впливають. Значну увагу приділено аналізу характерної динаміки світових освітніх практик у системі освіти, дослідженню процесів забезпечення якості освіти в зарубіжних країнах та можливостям його використання в українських вищих навчальних закладах у контексті забезпечення сталого розвитку. Проаналізовано переваги та недоліки кожної з форм управління освітніми системами.

Статья посвящена обзору современного состояния образования в Украине. Освещается значение об- разования для социально-экономического развития страны. Раскрывается сущность и определяются составляющие качества образования в целом и высшего в частности, роль которого в условиях глобализации, перехода к постинду- стриальной стадии общественного развития и информатизации общества чрезвычайно возрастает. Особое внимание уделено обоснованию направлений улучшения подготовки кадров и выбора соответствующего инструментария, а так- же определению факторов, которые на это влияют. Значительное внимание уделено анализу характерной динамики мировых образовательных практик в системе образования, исследованию процессов обеспечения качества образования в зарубежных странах и возможностям его использования в украинских высших учебных заведениях в контексте обе- спечения устойчивого развития. Проанализированы преимущества и недостатки каждой из форм управления образо- вательными системами.

In modern conditions it is extremely important to ensure sustainable development, an integral part and at the same time a factor of which high-quality education is. As practice shows, the success of the implementation of sustainable development processes provides precisely the quality of education. The quality of, for example, school education is defined as one of the five key problems of the future. After all, quality education has a significant impact on all aspects of the life and activities of the country, society, human civilization as a whole. The current state of education is characterized by the search for ways to bring its content in line with modern conditions, students' personal needs, and world standards. The article highlights the problems of the current state of education in Ukraine. It is noted that recently the Ukrainian education system has come into conflict with the new, ever-increasing demands of Ukrainian society. Ukrainian education in quality parameters, as noted in the article, occupies low positions in world rankings. The authors of the article pay much attention to the disclosure of the essence of the quality of education, including the following components: quality of educational content, quality of teaching methods and technologies, quality of conditions for ensuring quality education, quality of education of an individual, quality of educational system functioning processes, quality of knowledge, ways of solving problems, quality of material and intangible resources, the quality of the education management system, the quality of quality assurance mechanisms and I. It is emphasized that the quality of education remains the key problem of preserving and enhancing the intellectual potential of Ukraine in the 21st century. To achieve a high quality of education, it is necessary not only to ensure a high level of the resource potential of the industry, but also the efficiency of its use, including through the active introduction of the latest technologies into the educational process. It is significant that countries in which production is based on high technologies have a high-quality education system. Especially effective in this context are such innovative pedagogical technologies as: technologies of programmed, integrated, modular, student-centered education, active use in the educational activities of the innovation infrastructure, in particular, technoparks, technopolises, business incubators, innovation centers and the like. At the same time, it is noted that new educational technologies are effective only when a wide arsenal of information and communication technologies becomes an integral part of educational activities. Considering that education largely determines the future of the entire world community, it is an important tool for sustainable development and growth of the population’s well-being, the article focuses on identifying the factors whose implementation will ensure the growth of the quality of education.
