Феномен інноваційного підприємництва в національній економіці

Abstract

У статті проаналізовано сутнісні ознаки інноваційного підприємництва. Визначено необхідність розви- тку інноваційного підприємництва як органічного елементу національної економіки. Акцентовано увагу на тому, що підприємництво доцільно розглядати як особливу форму господарювання, що постійно трансформується в історичному вимірі через процеси зародження нових поглядів відомих політичних економістів, оновлення господарських відносин, зміни ментальності населення, виникнення різних за розмірами та формами власності підприємств, їх дозріванні, адап- тації і відмиранні. З’ясовано, що циклічність і нестабільність розвитку національної економіки негативно позначаються на функціонуванні інноваційного підприємництва, що призводить до скорочення робочих місць, зменшення інвестицій у людський розвиток, збільшення безробіття та загострення інших соціально-економічних негараздів. Визначено до- мінуючу роль держави в розвитку національного підприємництва, заснованого на інноваційній основі.

Определе- на необходимость развития инновационного предпринимательства как органического элемента национальной эконо- мики. Акцентировано внимание на том, что предпринимательство целесообразно рассматривать как особую форму хозяйствования, которая постоянно трансформируется в историческом измерении через процессы зарождения новых взглядов известных политических экономистов, обновление хозяйственных отношений, изменение ментальности на- селения, возникновение различных по размерам и формам собственности предприятий, их созревания, адаптации и отмирания. Выяснено, что цикличность и нестабильность развития национальной экономики негативно сказываются на функционировании инновационного предпринимательства, что приводит к сокращению рабочих мест, уменьшению инвестиций в развитие общества, увеличению безработицы и обострению других социально-экономических проблем. Определена доминирующая роль государства в развитии национального предпринимательства, основанного на инно- вационной основе.

The article analyzes the essential features of innovative entrepreneurship. The necessity of development of innovative business as an organic element of the national economy is determined. The emphasis is on the fact that entrepreneurship should be considered as a special form of economic activity, which is constantly transformed in the historical dimension through the processes of the emergence of new views of the known political economists, the renewal of economic relations, changes in the mentality of the population, the emergence of different sizes and forms of ownership of enterprises, their maturing, adaptation and death. It has been found out that cyclicality and instability of the development of the national economy negatively affect the functioning of innovative entrepreneurship, which leads to job cuts, reduction of investments in human development, increase of unemployment and aggravation of other socioeconomic disadvantages. The dominant role of the state in the development of national entrepreneurship based on an innovative basis is determined. Innovative entrepreneurship is a complex socioeconomic institute, which includes a set of business entities that carry out active targeted innovation activities aimed at increasing the value of equity capital, as well as meeting the needs of society. Strategically important tasks of the national economy of modern Ukraine are the innovative development of domestic science-intensive production, development, implementation and mastering of innovation-information technologies focused on the development of competitive products. The above will allow to satisfy economic interests at the expense of introduction and increase of scientific and technical potential of the country. In the institutional transformations of national business, template copying the experience of other countries in the development of innovative business should be avoided. Involvement of positive experience should only be carried out taking into account the principle of goal-setting within the framework of the state strategy, taking into account the socially-oriented model of entrepreneurship with a unique mentality (informal rules) of the Ukrainian people.
