Проблеми залучення іноземних інвестицій в екологію України

Abstract

У статті на основі досліджень економістів та проаналізованих статистичних даних виявлено основні про- блеми залучення іноземних інвестицій в екологію України. Розглянуто втілення екологічної політики в розрізі європей- ського співробітництва як важливого досвіду щодо поліпшення інвестиційного складника екології України. Наведено перелік принципів, яких мають дотримуватися країни-партнери під час забезпечення розвитку екології та охорони на- вколишнього середовища. Продемонстровано взаємозв’язок між корупцією, платоспроможністю населення, проблема- ми банківської сфери та зацікавленістю іноземних інвесторів у вкладанні коштів в екологію України. Проаналізовано функціональний складник інновацій, який необхідний для виконання екологічної політики країни. Запропоновано шля- хи поліпшення інвестиційного клімату в економіці України.

В статье на основе исследований экономистов и проанализированных статистических данных выявле- ны основные проблемы привлечения иностранных инвестиций в экологию Украины. Рассмотрены основы экологиче- ской политики в разрезе европейского сотрудничества, а также ее важность применения для улучшения инвестиционной составляющей экологии Украины. Приведен перечень принципов, которых должны придерживаться страны-партнеры при обеспечении развития экологии и охраны окружающей среды. Продемонстрирована взаимосвязь между коррупци- ей, платежеспособностью населения, проблемами банковской сферы и заинтересованностью иностранных инвесторов во вложении средств в экологию Украины. Проанализирована функциональная составляющая инноваций, которая не- обходима для выполнения экологической политики страны. Предложены пути улучшения инвестиционного климата в экономике Украины.

Due to the globalization and integration processes in Ukraine, there is a problem of improving competitiveness among powerful economies of the world. For decades, Ukrainian governments have not paid attention to the importance of shifting from resource and energy-intensive production to environmental-friendly and safe. Thus, we have gained exhaustion of biotic, land, mineral and water resources. Therefore, considering the world tendencies of penetration of environmental policy into all sectors and industries, the need of implementing its basic principles in the Ukrainian economy were analyzed. Summarized scientific papers on economics and statistical data allowed to determine and describe in details up-to-date problems of attracting foreign investments into the ecology of Ukraine. Principles of the ecologic policy implemented by European Union countries were determined, their role while European integration process was discovered. Components of the investment climate as an important index, on which foreign investors are paying attention to, were characterized. Separate components, which indicators are not satisfied for the investors, were considered. Dependence of the country’s industries from the powerful investments, first of all, from the International Monetary Fund is noted. Ways for eliminating the complications of the banking system due to increased control by the government and improper management was proposed. Consequences of corruption in ecological structures are highlighted, as well as examples of effective eradication of corruption were given. On the example of the waste recycling industry and the consequences of an industrial disaster in Lviv, the shortcomings of the lack of sufficient investment were summarized. Influence of the solvency of the population on the possibility of implementing projects foreign investors are interested in, was determined. Alternative directions for improving investment attractiveness of the environmental sphere were presented. The necessity of introducing innovations into the ecology of the country was demonstrated. Recommendations for strategic planning of environmental policy development of Ukraine were provided.
