Кластерна парадагма інноваційного розвитку аграрного сектору

Abstract

Досліджено формування суб’єктних зв'язкiв в аграрно-промислових кластерах та отримання нових рин- кових можливостей підприємствами, що входять до їх складу. Розглянуто характерні риси кластерної організації вироб- ництва в аграрному секторі. Виокремлено причини посилення динаміки інноваційного розвитку підприємств в межах кластеру. Розглянуто змістовну сутність інноваційного аграрно-промислового кластера та охарактеризовано його струк- турні складники. Критерієм ефективної діяльності інноваційних аграрно-промислових кластерних структур визначено систему зовнішніх та внутрішніх кластерних ефектів. Обґрунтовано очікувані результати впровадження інноваційного аграрно-промислового кластера. Визначено, що інноваційна спрямованість кластерного об’єднання сприяє зниженню сукупних витрат на дослідження і розроблення нововведень із подальшою їх комерціалізацією.

Исследовано формирование субъектных связей в аграрно-промышленных кластерах и получение но- вых рыночных возможностей предприятиями, входящими в их состав. Рассмотрены характерные черты кластерной организации производства в аграрном секторе. Выделены причины усиления динамики инновационного развития предприятий в пределах кластера. Рассмотрена содержательная сущность инновационного аграрно-промышленного кластера и охарактеризованы его структурные составляющие. Критерием эффективной деятельности инновационных аграрно-промышленных кластерных структур определена система внешних и внутренних кластерных эффектов. Обо- снованы ожидаемые результаты внедрения инновационного аграрно-промышленного кластера. Определено, что ин- новационная направленность кластерного объединения способствует снижению совокупных затрат на исследования и разработку новшеств с последующей их коммерциализацией.

The most effective forms of organization of productive forces are cluster structures. The relevance of them is associated with ensuring the innovative development of enterprises in the agricultural sector and increasing their innovative competitive advantages. The formation of the subjective ties in the agricultural and industrial clusters and obtaining new market opportunities for the enterprises are pointed out. The characteristic features of the cluster organization of production in the agricultural sector are considered. The reasons of dynamic strengthening of innovative development of the enterprises within a cluster are allocated. The substantial essence of innovative agricultural and industrial cluster is considered and its structural components are characterized. The difference between the innovation cluster and other forms of integrated structures is highlighted. The article describes the infrastructure systems that play a key role in the innovative orientation of the agricultural and industrial cluster. The innovative potential of cluster formation is determined by the functioning in the integrated structure of the participants introducing innovations. The system of external and internal cluster effects is determined to be the criterion of effectiveness of innovative agricultural and industrial cluster structures. Expected results of the introduction of innovative agricultural and industrial cluster are determined. It is determined that the innovative orientation of the cluster association helps to reduce the total cost of research and development of innovations with their subsequent commercialization. The basic concepts on the feasibility of the creation and operation of innovative agricultural and industrial clusters are substantiated. It is proved that in modern conditions of management cluster the organization of production is a tool to enhance and stimulate the innovation of enterprises in the agricultural sector.
