Підтримка аграрної сфери як чинник вирішення проблем продовольчої безпеки України

Abstract

У статті досліджено динаміку споживання основних продуктів харчування в Україні. Підкреслено важ- ливість урахування досвіду Європейського Союзу під час визначення структури повноцінної системи продовольчої безпеки України та стратегічних напрямів підтримки аграрної сфери економіки на шляху до її зростання. Акцентовано увагу на небажаності переважання агрохолдингів у довгостроковій перспективі розвитку аграрної сфери України. Роз- ширено перелік видів доступності продуктів харчування за рахунок «логістичної» доступності. Визначено стратегічні напрями підтримки аграрної сфери як чинника вирішення проблем продовольчої безпеки України, метою реалізації яких є ефективне самозабезпечення населення продуктами харчування й отримання значного синергетичного ефекту розвитку національної економіки.

В статье исследована динамика потребления основных продуктов питания в Украине. Подчеркнута важность учета опыта Европейского Союза при определении структуры полноценной системы продовольственной безопасности Украины и стратегических направлений поддержки аграрной сферы экономики на пути к ее росту. Ак- центировано внимание на нежелательности преобладания агрохолдингов в долгосрочной перспективе развития аграр- ной сферы Украины. Расширен перечень видов доступности продуктов питания за счет «логистической» доступности. Определены стратегические направления поддержки аграрной сферы как фактора решения проблем продовольствен- ной безопасности Украины, целью реализации которых является эффективное самообеспечение населения продуктами питания и получения значительного синергетического эффекта развития национальной экономики.

The article studies the dynamics of consumption of basic food products in Ukraine. Importance of taking into account the experience of the European Union when determining the structure of a full-fledged system of food security in Ukraine and strategic directions for the support of agrarian sphere of the economy on the way towards its growth is outlined. Attention is focused on the undesirability of the predominance of agroholdings in the long-term development of the agrarian sector of Ukraine. A list of types of food availability is expanded due to logistical accessibility. Support directions for the agrarian sphere as a factor for solving food security problems in Ukraine are identified: transform the agrarian sector of the economy into a dynamic system capable of implementing a well-considered policy of import substitution of food, protect the domestic market through non-tariff restrictions, ensure the high quality of food by introducing high-tech production processes into the practice of commodity producers, provide them with access to cheap loans, introduce a system of organic agrarian production, caring for the health of the population by educating consumers of the culture of consumption of exclusively high-quality and healthy food products and making legislative and financial support to all producers introducing the latest production technologies, popularization and effective support of family farming and cooperative movement in the countryside, increase the level of social responsibility and ensure compliance with the requirements of legal liability of agroholdings and, in general, of all commodity producers for the results of their activities, including in a certain territory, improve state assistance to credit support for the development of the livestock sector, develop and realize scientifically grounded marketing measures for promoting goods of local commodity producers in establishing relations with other contractors of the food market with the purpose of timely delivery of agricultural products to the final consumer, ensure an increase in the efficiency of rural settlement network development and sufficient infrastructure of agrarian business in the light of the implementation of administrative and territorial reform, support for the development of territorial communities and increasing their contribution to solving the state food security problems by improving the quality of the state road fund, state support for the development of rural territories by forming their image as reliable participants in the process of ensuring food security of the state.
