Перспективи причорноморського регіону на світових товарних ринках

Abstract

У статті розглянуто перспективи Причорноморського регіону на світових товарних ринках, відзначено важливість регіону в отриманні експортної виручки. Використання системного підходу під час вивчення зовнішньо- економічної діяльності підприємств у сучасних економічних умовах дало можливість оцінити її важливість для по- дальшого розвитку регіону. Зроблено оцінку концентрації експорту Причорноморського регіону через використання індексу Хіршмана, індексу диверсифікації експорту та кількості тарифних ліній. Розглянуто індекси конкурентних пе- реваг Баласса та Лафая, відзначено низьку диверсифікованість експорту як регіону, так і країни у цілому. Використано системний підхід до вивчення зовнішньоекономічної діяльності підприємств Причорноморського регіону в сучасних економічних умовах. Запропоновано основні напрями підвищення конкурентних переваг регіону на світовому ринку та необхідність поліпшення якості господарської діяльності підприємств. Визначено необхідність установлення дов- гострокових пріоритетів, які зумовлюють орієнтацію регіону на визначення раціональної спеціалізації й оптимальної структури. Визначено необхідність використання досвіду інституціоналізації розвинутих країн.

В статье рассмотрены перспективы Причерноморского региона на мировых товарных рынках, отме- чена важность региона в получении экспортной выручки. Использование системного подхода при изучении внешне- экономической деятельности предприятий в современных экономических условиях позволило оценить ее важность для дальнейшего развития региона. Проведена оценка концентрации экспорта Причерноморского региона при помощи индекса Хиршмана, индекса диверсификации экспорта и количества тарифных линий. Рассмотрены индексы конку- рентных преимуществ Баласса и Лафая, отмечена низкая диверсификация экспорта как региона, так и страны в целом. Предложены основные направления повышения конкурентных преимуществ региона на мировом рынке и необходи- мость улучшения качества хозяйственной деятельности предприятий. Определена необходимость установления долго- срочных приоритетов, которые обусловливают ориентацию региона на определение рациональной специализации и оптимальной структуры. Определена необходимость использования опыта институционализации развитых стран.

The purpose of the paper is to assess the prospects of the Black Sea Region in the world commodity markets, to reveal the main issues of the export potential development of the region, and to recommend the ways of problem solving. The system approach to analysis of the foreign economic activity of the Black Sea Region enterprises in the current economic conditions has been used. The dynamics of GDP 2014-2017 and the dynamics of foreign trade 2016-2017 were provided via descriptive statistics tools. The index method was used in order to assess the concentration of the commodity export of the region. The importance of the region in the export earnings and a trade surplus was highlighted. The assessment of the Black Sea Region export concentration via the Herfindahl-Hirschman Index (HHI) and export product and tariff lines diversification index was provided. The authors conclude that the high level of export concentration is one of the most important factors that cause industry reactions to rapid changes in the commodity markets. The Comparative Advantage Index (RCA) of Balassa, that allows to analyze trade specialization and competitiveness of goods, and the The Lafay Index of international specialization, that allows to assess the advantages of an individual product group were considered in the paper. Overall, low export diversification of the region and the country was revealed. The main directions of the increase in regional competitive advantage in the global market and the necessity of the quality improvement of economic activity of the enterprises were recommended. The necessity of implementation of the other countries’ institutionalization experience for the further regional development was defined. Considering the regional features, the analysis of export indices for the last three years was provided. The indicators of export concentration of the Black Sea Region were developed based on the economic analysis. Key principles and the directions of the regional effectiveness increase were revealed.. General trends of the efficiency development of the Black Sea Region export business activity were revealed, basing on the applied research. The necessity of the development of long-term priorities, that determine the regional orientation on the rational specialization and optimal structure, is defined. That reinforces the economic growth rates and the increase in the standard of living. The authors highlight that qualitative properties of the economic activity and the opportunities to implement definite stages of the science and innovation cycle are more important than the industrial specialization of the country.
