Безпека та стійкість регіональних економічних систем

Abstract

У статті розглянуто теоретичні аспекти впливу стійкості регіональних економічних систем на стан їхньої безпеки та подано практичні форми реалізації діагностики економічної безпеки регіональних систем. Наведено аналіз теорій, які розглядають питання безпеки та стійкості економічних систем, у тому числі й щодо економічної безпеки регіону. Узагальнено різні методи для визначення рівня економічної безпеки регіону. Описано світовий досвід формування сукупності комплексних індикаторів для моніторингу та аналізу ситуації в регіоні. Подано алгоритм діагностики економічної безпеки регіональних систем, який пропонується проводити в декілька етапів. Визначено загальнометодологічні ознаки діагностики економічної безпеки регіональних систем та доведено, що стан економічної безпеки оцінюється об’єктивною системою параметрів, критеріїв і індикаторів, що визначають порогові значення функціонування економічної системи.

The theoretical aspects of the impact of the stability of regional economic systems on the state of their security has been discussed and has been presented practical forms for implementing diagnostics of the economic security of regional systems in the article. In the work authors use the traditional and special methods of research, including: historical and logical method, method of abstraction and analogy, statistical methods and system analysis methods. The analysis of theories that consider the issues of security and sustainability of economic systems, including on the economic security of the region, is given. Summarized various methods for determining the level of economic security in the region. The world experience of forming a set of complex indicators for monitoring and analyzing the situation in the region is described. An algorithm for diagnosing the economic security of regional systems is presented, which is proposed to be carried out in several stages in order to group regions of Ukraine on the main socio-economic indicators to determine the state of socio-economic development of the region; definition of the integral indicator characterizing the degree of economic security of the region; definition of the strengths and weaknesses of the region on the way of elaboration of the concept of the activities of regional authorities in order to strengthen the economic security of regional systems; forecasting economic growth of the region in view of its economic activity. The article defines the general methodological criteria for diagnosing the economic security of regional systems and proves that the state of economic security is assessed by an objective system of parameters, criteria and indicators that determine the threshold values of the functioning of the economic system. The region is one of the key objects of organizational-economic, political-legal relations, aimed at the organization of a regional economy, the formation of favorable living conditions and satisfaction of the needs of the population, taking into account the specifics of its development. Therefore, the indicated scientific achievements and scientific novelty are extremely important in the implementation of the activities of local authorities and regional state administrations.
