Оцінка людського потенціалу Одеського регіону

Abstract

У статті розкрито сутність поняття «людський потенціал» як феномену в економічному та суспільному розвитку. Представлено різні інструменти для вимірювання розвитку людського потенціалу. Проведено дослідження різних методологічних підходів до оцінки розвитку людського капіталу. Запропоновано використання відносних показників для об'єктивної оцінки стану та тенденцій розвитку людського потенціалу в регіонах незалежно від їхнього територіального розміщення, структури господарства та чисельності населення. Проаналізовано стан людського потенціалу Одеського регіону за демографічними, освітніми, інтелектуальними, медичними, трудовими, економічними компонентами. На основі проведеного аналізу наведено перспективи розвитку людського потенціалу Одеського регіону та шляхи його подальшого вдосконалення.

The analysis of the human potential current trends and approaches to the assessment of human potential, the disclosure of the essence of human potential. Today, the state of development of human potential is extremely unsatisfactory. Its quantity decreases sharply, the conditions and possibilities to ensure its development are not formed in accordance with the needs of social progress, and the system of public administration does not include the development of human potential in the range of strategic priorities of the state and its regions, and accordingly there are no developed mechanisms of social responsibility, there is no motivation managers to change the situation in this area. The solution of the above-mentioned problems involves the development of methodological approaches to assessing the state, trends and effectiveness of human potential use in the context of regional priorities. The author presents various tools for measuring human development (the Human Development Index and the Human Potential Index). The article explores various methodological approaches for assessing the development of human capital. The use of relative indicators is proposed with the objective of an objective assessment of the state and trends in the development of human potential in the regions, regardless of their territorial location, economic structure and population. The article analyzes the state of the human potential of the Odessa region in terms of the following components: demographic, educational, intellectual, medical, labor, and economic. The development of human potential is becoming more and more a strategic direction of public administration in Ukraine. An important role in shaping the conditions for the development of human potential belongs to the regions. In connection with this actuality acquire the problems of research quantitative, qualitative and structural characteristics of the potential, as well as their compliance with the strategic goals of the development of regional socio-economic systems. On the basis of the analysis, prospects for the development of the human potential of the Odessa region and ways for its further improvement are given.
