Умови розбудови земельних відносин у контексті сталого розвитку

Abstract

Установлено, що систему земельних відносин в Україні спрямовано на отримання максимального еко- номічного ефекту. Досвід передових країн світу свідчить про першочерговість принципу сталості землекористування. Доведено екстенсивну форму землекористування в Україні та високий рівень антропогенного навантаження на земельні ресурси, що підтверджено зниженням родючості ґрунтів. Визначено стале землекористування основою розбудови земельних відносин в України. Визначено першочерговість екологічного спрямування трансформаційних процесів економічної системи України. Встановлено відсутність рівності умов господарювання підприємств різних за обсягом землекористування. Визначено необхідність екологічного контролю над використанням земельних ресурсів підприємствами різних форм власності. Доведено необхідність правового, організаційного та інституційного забезпечення сталої системи земельних відносин.

The principles of sustainable development are the basis of the modern organization of economic systems of Europe in order to preserve natural resources for future generations. The existing system of agrarian production of extensive type in Ukraine shows a high level of anthropogenic load on land resources, which is confirmed by the process of reducing the fertility of soils. In this context, the system of organization of land relations, which should be based on the principles of sustainable land use, needs to be revised. Of primary importance is the legal, organizational, and institutional provision of a sustainable system of land relations. The main danger is the increase of the ecological imbalance of the land fund caused by the low crop of land use. One of the reasons for this situation is the lack of environmental control over the state of land resources, which is possible in the form of private ownership of them. Practical experience of the advanced countries of the world testifies to the urgent need to introduce a mechanism for the implementation of lease relations with optimal consideration of the interests of owners and tenants, local communities. The conducted studies determine the possibility of forming a sustainable land use model in Ukraine, which needs to be formed on the basis of a synergistic paradigm. The necessity of environmental control over the use of land resources by enterprises of various forms of ownership is determined. The use of the synergistic approach involves determining the impact of unpredictable or uncertain factors on the efficiency of land use, and the use of the synergistic approach methodology in terms of the theory of dynamic imbalance, the theory of disasters and deterministic chaos, which is especially important in the conditions of the instability of the economic environment, allows us to determine the priority of the ecological component of the land use system. Choosing a vector of sustainable development is the basis for building a new type of society.
