Державна сімейна політика: міжнародний аспект

Abstract

У статті проаналізовано принципові підходи до реалізації сімейної політики на міжнародному рівні. Визначено суттєві відмінності практики її реалізації в окремих країнах-членах Європейського Союзу. Виявлено основні складові політики країн Європейського Союзу щодо реалізації державної сімейної політики, тенденції вдосконалення системи державного регулювання розвитку інституту сім’ї в Україні. З’ясовано, що різниця реалізації сімейної політики між різними країнами базується на існуванні чи відсутності програм та цілей, спрямованих на розвиток інституту сім’ї. Проаналізовано співвідношення цілей сімейної політики України та Європейського Союзу задля узагальнення системи державної сімейної політики з урахуванням міжнародного досвіду її реалізації та подальшого розроблення практичних рекомендацій щодо напрямів її вдосконалення.

For Ukraine, in the context of its own depopulation, it is very important and relevant to study foreign experience in the field of family policy, and not only for the purpose of using practical methods that proved their effectiveness in practice, but also preventing the repetition of other people’s mistakes and mistakes, and avoiding unconditional copying of Western European ideological values in that part of them, which became a factor of crisis phenomena. After analyzing the general experience of family policy practices in the EU countries, it can be argued that it is very specific depending on the region, traditions of the country and the model of a social state practiced on this national plane. The research analyzes the principal approaches to the implementation of family policy at the international level. Significant differences are found in the practice of its implementation in individual member states of the European Union. The main components of policy of the countries of the European Union concerning the implementation of the state family policy, tendencies of improvement of the system of state regulation of the development of the family institution in Ukraine are revealed. It is revealed that the difference in the implementation of family policy between different countries is based on the existence or absence of programs and goals aimed at the development of the family institution. Analyzing the correlation of the goals of the family policy of Ukraine and the European Union, it is necessary to understand the differences in the starting conditions of the implementation of family policy. Despite the consensus reached on the fundamental approaches to family policy, there are significant differences in its implementation in some member states of the European Union. International comparisons of family policy make it possible to distinguish between a large number of strategies, which are determined, firstly, by the attitude of governments to demographic and family problems, and secondly, on the financial capacity of individual countries. The correlation between the goals of family policy of Ukraine and the European Union is analyzed in order to generalize the system of state family policy taking into account the international experience of its implementation and further elaboration of practical recommendations on the directions of its improvement.
