На шляху до самостійності регіонального розвитку: міжнародний досвід, загрози та можливості для України

Abstract

Прагнення до децентралізованого управління – це вимога часу. Проблематика децентралізації влади, фінансових відносин на місцевому рівні є як ніколи актуальною для України. У статті досліджено історію процесів та етапи розвитку децентралізації в різних країнах, виокремлено фінансові інструменти, що дали змогу досягти високих темпів розвитку регіонів. Виділено основні напрями запровадження процесів місцевого самоврядування, проаналізовано компетенції та рівень самостійності громад. Зосереджено особливу увагу на фінансовій слабкості та вразливості територіальних об’єднань України на початкових етапах запровадження структурних змін. На основі закордонного досвіду та з урахуванням національних особливостей визначено необхідність застосування фінансових інструментів. Запропоновано додаткові механізми та підходи, пов’язані зі зменшенням макроекономічної нестабільності, підвищенням ефективності надання державних послуг

Willingness for decentralized management is the requirement of time. The problem of decentralization of power, financial relations at the local level is as urgent as ever for Ukraine. Most countries in the world both developed and those which are on the path of reform and economic development are trying to give more authority to local government. Such expectations are related to reducing macroeconomic instability, accelerating economic growth and improving the efficiency of public service delivery in the current economic environment. The article explores the history of decentralization processes in different countries. The stages of the evolution of local development are analyzed, such as: community enlargement through dependency on one industry, growth of the role of small business, emergence of innovative tools with attracting investors, use of knowledge and taking into account economic realities. The models of local self-government that provide decentralization of power in the leading countries of Europe are examined, the main directions of self-government processes are identified, the competences and the level of autonomy of territorial associations are analyzed. Financial instruments have been singled out, which have helped to achieve high rates of regional development. On the basis of differences and features of regional development, three main models of local self-government are formulated. An overview of the main areas of development of territories, including under the influence of globalization processes, makes it possible to outline the tendency of gradual movement towards consolidation of administrative-territorial units and strengthening of processes of decentralization with a clear division of responsibilities between local and central authorities. Particular attention is paid to the financial weakness and vulnerability of Ukraine’s territorial associations at the initial stages of structural change. On the basis of foreign experience and taking into account national peculiarities, the necessity of using financial instruments was determined and additional mechanisms of regional development were proposed.
