Інноваційні засади зміцнення митної безпеки України: теоретичний аспект

Abstract

У статті висвітлено теоретичні підходи до інтерпретації економічної сутності поняття «митна безпека» як стану захищеності національних інтересів держави, забезпечення та реалізація яких досягаються шляхом здійснення державної митної справи в умовах формування інноваційного суспільства. Встановлено, що Державна митна стратегія має не лише бути спрямованою на наповнення бюджету шляхом стягнення митних платежів та штрафів, визначати вектор боротьби зі спробами ухилення від сплати митних зборів, але й здійснювати активний вплив на економіку через регуляцію міжнародної торгівлі, активізувати використання сучасних інформаційних та соціально-політичних технологій, координувати свою роботу з іншими державними та міжнародними правоохоронними органами. Авторами у цьому контексті запропоновано до обговорення інноваційну модель єдиної інформаційної мережі на основі блокчейнтехнології.

The modern stage of development of Ukraine is characterized by all benefits of European integration, and at the same time represents all dangers of RF military threat, economic and political instability within the state. Ukraine’s integration into the network of World Economic relations has revealed the full unbalance of modern Ukrainian logistic infrastructure: transport, warehousing, service, etc. In such a situation, public and government efforts should be directed to withdraw the national economy from crisis state and to ensure its progressive development in the structure of the European economy. The customs system of the State should perform special functions of great import for the country. The article clarifies the theoretical approaches to the interpretation of economic entity the term “customs safety” as a condition of protection of the national inter- ests of the State, and the implementation of which is achieved by the State Customs in terms of the formation of an innovative society. The state customs strategy should make an active impact on the economy through the regulation of international trade. Enhance the use of modern information and social-political technologies. Coordinate its work with other State and international law enforcement agencies. In this context, the authors offer to discuss an innovative model of unified information network based on the technology of blockchain. Solution may involve borrowing political and social technologies abroad. Taking into account the foreign-political situation of Ukraine, it will be appropriate to pay attention to experience of Baltic countries that were members of the USSR. They are bordering the Russian Federation; they have high indexes of economic development, in particular, positive experience of the European integration and necessity to interact with RF in one way or another. The active participation of customs in international projects not only allows adopting a positive experience and modern information and social-political technologies, but also creates a positive international image of the customs service of the State and taking into account, or even lobbying public interest in the formation of European legislation. In accordance with WTO recommendations it is the process of further simplification of customs procedures for subjects with high degree of trust, fight against corruption and facilitating movement of goods, transport and people in general.
