Цифровізація економіки: нові можливості та проблеми підвищення інноваційної спрямованості праці і професійної мобільності

Abstract

У статті узагальнено наявні погляди на специфіку цифровізації економіки, її спрямованість. Виділено ключові складники процесу цифровізації економіки, визначено ті з них, які мають найбільший вплив на соціально-трудову сферу. Охарактеризовано інноваційну працю персоналу та його мобільність як головний стратегічний ресурс нової економіки. Запропоновано розгляд інноваційності праці як однієї з форм професійної мобільності. Розглянуто, проаналізовано об’єктивні та суб’єктивні аспекти трудової мобільності, а також основні фактори впливу на них. Охарактеризовано три моделі стратегії адаптації робітників до кризи. Визначено традиційні та інноваційні форми цих моделей. Розкрито специфічний характер цих стратегій та форм в умовах формування «кризового мислення» працюючих громадян у сучасній Україні як основи поширення міграційних настроїв усіх верств населення. За результатами дослідження запропоновано вжиття економічних заходів, спрямованих на створення передумов для подолання кризового мислення та підвищення трудової активності працівників у новій економіці.

The article summarizes the existing views on the specifics of the digitalization of the economy, its orientation. The key components of the process of digitization of the economy are identified and those that have the greatest impact on the social and labor sphere are identified. It was stated that “digitalization” should be considered as a tool, not as an end in itself, since it only creates the conditions for improving the efficiency, effectiveness and quality of economic and personal activity. Labor is the main strategic resource of the new economy. And it is not just work that is based on the use of IT technologies, but above all innovative work of staff and its mobility. It is argued that the essential components of innovative work are creativity and creativity, and the realization of these components is possible only in a certain environment where such important factors as knowledge, desire and ability to apply it and the need for it are linked. It is emphasized that these factors link work innovation with the professional mobility of workers. It is proposed to consider labor innovation as a form of professional mobility, as a transition from the routine nature of work to creative, creative. Based on the analysis of theoretical and methodological approaches, a generalized substantive filling of the concepts of “innovative work” and “professional mobility” in the context of the components that form them. It is proved that the problems of increasing the innovativeness of labor and occupational mobility in Ukraine, compared with other countries, have their own specificity. First of all, it is related to the formation of “crisis thinking”. It is noted that the problem of “crisis thinking” can cause conservation of difficult economic situation and impediment of socio-economic development of Ukraine. Therefore, overcoming this problem should become one of the key priorities of socioeconomic development of the economy, which will become a prerequisite for the effective restructuring of the national economy in its digital format. According to the research, the proposed economic measures are aimed at creating the preconditions for overcoming the crisis thinking and increasing the labor activity of workers in the new economy.
