Міжнародний досвід публічно-приватного партнерства в освітній сфері соціальної інфраструктурі регіону

Abstract

Стаття присвячена дослідженню поняття «публічно-приватне партнерство». Розглянуто відмінні риси публічно-приватного партнерства соціальної інфраструктури від публічно-приватного партнерства економічної інфра- структури. Доведено, що публічно-приватне партнерство може застосовуватися на національному, регіональному та місцевому рівнях. Розглянуто міжнародний досвід реалізації програм у сфері освіти, в яких використовується публіч- но-приватне партнерство соціальної інфраструктури, а саме: надання освітніх послуг, управлінські послуги, програми ваучеризації, професійні та допоміжні послуги, інфраструктурні партнерства. Запропоновано авторське визначення по- няття «публічно-приватне партнерство соціальної інфраструктури». Розроблено модель публічно-приватного партнер- ства соціальної інфраструктури регіону.

The article is devoted to the study of the concept of "public-private partnership". The advantages of publicprivate partnership, which are related to obtaining the best value-for-money ratio of an infrastructure project due to experience, skills, resources and private sector investments, are determined. Different features of public-private partnership of social infrastructure from public-private partnership of economic infrastructure are considered. It is proved that effective use of the mechanism of public-private partnership helps to reduce the burden on the state budget, increasing the quality of economic or social infrastructure. It has been established that in practice public-private partnership both economic and social infrastructure has a significant social impact on individuals as well as on the community as a whole. It is determined that education is one of the main directions of implementation of public-private partnership of social infrastructure. The international experience of implementing educational programs in which public-private partnership of social infrastructure is used, namely: provision of educational services, management services, vouchers, professional and auxiliary services, infrastructure partnerships are considered. The primary goal of the voucher system is to increase access to education, providing families with money to invest in their children's education, offsetting their education costs. The author's definition of the concept of "public-private partnership of social infrastructure" is proposed. The model of public-private partnership of the social infrastructure of the region is developed. The implementation of the proposed model implies a certain transformation of the roles of the involved parties. Thus, civil society actors change their behavior from the mainly passive to the active: they become not only consumers of educational services, but also performers of public monitoring in the field of education, participants in the processes of assessing the effectiveness of the implementation of state educational programs.
