Оцінка резервів економічного зростання за рахунок соціального і трудового потенціалів

Abstract

У роботі пропонується авторська методика кількісної оцінки резервів соціального та трудового потенціа- лів за їхніми внутрішніми складниками, такими як демографічний, здоров’я та санітарний стан населення, матеріальна забезпеченість, бідність, соціально-трудова сфера, освіта, культура, інформаційно-комунікативні послуги, соціальна згуртованість та єдність, соціальні ризики та соціальні виключення, соціальна інфраструктура. Апробація методики дала змогу визначити обсяги резервів за різні періоди та частку резервів, які були мобілізовані протягом 2017 р. За вну- трішніми складниками соціального та трудового потенціалів систематизовані основні чинники формування їх резервів у забезпеченні економічного зростання. Запропонована методика забезпечує обґрунтування управлінських рішень під час вибору механізмів активізації соціальних та трудових чинників.

Social and labor potentials are a social component of sustainable development. The economic, social and environmental components of sustainable development are interconnected and interdependent. The opportunities for economic growth depend on opportunities for development and activation of social and labor potential. The estimation of the possibilities of economic growth at the expense of the social component is an actual task of the present, the solution of which will also allow to determine the methods and directions of activating social and labor potential. The purpose of the article is to assess the reserves of the development of social and labor potential in ensuring economic growth and determining the factors for their formation. Author's technique of quantitative estimation of reserves of social and labor potential by their internal components: demographic, health and sanitary conditions of the population, material security, poverty, social and labor sphere, education, culture, information and communication services, social cohesion and unity, social risks and social exclusion, social infrastructure is proposed in the article. Approbation of the methodology allowed to determine the amount of reserves for different periods, and the share of reserves that were mobilized during 2017. For 2007–2017, the largest reserves were based on such internal components as "Education, Culture, Information and Communication Services", "Social Infrastructure", "Social Cohesion and Unity". The mobilization of reserves for the growth of social and labor potential in 2017 was largely due to the factors of the subsystem "Education, Culture", "Social Infrastructure" and "Health and sanitary condition of the population". During 2017, the factors of the subsystem "Social-Labor Relations" level of mobilization of reserves amounted to less than half of their volume. In general, according to all the components of the last year, the level of mobilization of reserves due to the leveling of the negative impact of individual factors is 75.1%. According to the internal components of social and labor potentials, the main factors of the formation of reserves for economic growth are systematized. The proposed method allows substantiating managerial decisions when choosing mechanisms for activating social and labor factors.
