Механізми інноваційної модернізації економіки в умовах глобального розвитку

Abstract

У статті розглянуто об'єктивні передумови та основні закономірності реалізації модернізації економіки. Обґрунтовано необхідність проведення модернізації економіки, насамперед для країн із транзитивною економікою в умовах глобалізації, що передбачає формування нової економічної політики, в основі якої є інноваційний розвиток кра- їни. Доведено, що модернізаційні зміни в економіці відбуваються в результаті взаємодії якісно різних механізмів, які, з одного боку, забезпечують збереження цілісності і стійкості економічної системи, з іншого – стимулюють рухливість і змінюваність її елементів. За результатами проведеного аналізу визначено пріоритетні напрями та розроблено дієві ме- ханізми інвестиційного забезпечення інноваційно-технологічної модернізації в Україні. Розроблено рекомендації щодо вдосконалення інституційних основ інноваційної політики в умовах модернізації економіки України.

The article include the objective preconditions and the main regularities of the implementation of modernization of the economy. The modernization of the economy is necessary, first of all, for countries with a transitive economy in the conditions of globalization, where the formation of a new economic policy based on innovative development of the country. It is proved that modernization changes in the economy occur as a result of the interaction of qualitatively different mechanisms, which, on the one hand, ensure the preservation of the integrity and stability of the economic system, on the other – stimulate the mobility and variability of its elements. The causal links of the mechanism of the modernization process is, such as the interaction of key growth components with the institutional changes in the macrofinancial organization. The research has shown that ensuring the modernization of the economy depends crucially on the institutional organization of the economy. Foreign experience shows that the active transformation of the institutional structures of the EU member states in accordance with the world and European integration processes provided conditions for the use of complex modernization mechanisms, among which the main place is financial. Under the conditions of intensification of globalization processes, the influence of financial mechanisms on economic growth and increasing competitiveness become of particular importance for Ukraine, whose economy for a long time has virtually no stable, positive dynamics. Recommendations had developed for improving the institutional foundations of innovation policy in conditions of modernization of the Ukrainian economy. A number of obstacles had investigated and found that restrain the effective development of entrepreneurial structures in the conditions of modernization of the economy and do not give them incentives for introduction of innovations due to lack of state financial subordination and imperfect legislation.
