Фінансовий складник забезпечення інфраструктурного розвитку сільських територій

Abstract

Сільські території є досить складним об’єктом дослідження та управління. Виокремлюють низку важливих питань, що потребують вирішення не лише на регіональному, але і на державному рівні: погіршення якості життя сіль- ського населення, занепад соціально-економічної інфраструктури, демографічні диспропорції, зумовлені відпливом пра- цездатного населення у міста чи за межі країни, неефективне використання природних ресурсів, погіршення екологічного стану територій та багато інших. Виникає необхідність визначення стратегічних пріоритетів, шляхів вирішення вищезга- даних проблем та складників забезпечення комплексного інфраструктурного розвитку сільських територій. У статті роз- глянуто фінансовий складник забезпечення інфраструктурного розвитку сільських територій, наведено наукові трактуван- ня поняття фінансового потенціалу, концептуальні підходи до підтримки розвитку сільських територій, охарактеризовані складові елементи та джерела формування фінансових надходжень для соціальної розбудови села. Наголошено на тому, що ефективне використання фінансових ресурсів сільської місцевості перебуває у тісному взаємозв’язку з розробленням механізмів управління фінансовими ресурсами, їх економного використання за цільовим призначенням та розробленням досконалої нормативно-правової бази щодо забезпечення інфраструктурного розвитку сільських територій.

Today, rural areas are a very complex subject of research and management. There are a number of important issues that need to be resolved not only at the regional level but also at the state level: the deterioration of the quality of life of the rural population, the decline of socio-economic infrastructure, demographic imbalances caused by the outflow of able-bodied population in or outside the city, ineffective use of natural resources, deterioration of the ecological condition of the territories and many others. There is a need to determine strategic priorities, ways of solving the above-mentioned problems and the components of integrated infrastructural development of rural areas. The financial component of infrastructure development of rural areas plays a very important role in implementing planned intentions, implementing projects, it is the basis for structural changes and improving the living conditions of rural residents. Sources of financing social development of the village are the allocation of state and local budgets, special funds, voluntary contributions of rural businesses, communities, credit resources, charitable foundations, various investments. The article considers the financial component in the provision of infrastructure development of rural areas, presents scientific interpretations of the concept of «financial potential», conceptual approaches to supporting the development of rural territories, describes the constituent elements and sources of financial income for social development of the village. The purpose of the article is to study the financial component of infrastructure development of rural areas, identification of its main components and sources of financial resources formation. It is emphasized that efficient use of financial resources of rural areas is in close connection with the development of mechanisms for managing financial resources, their economical use for their intended purpose and the development of a perfect regulatory framework for the provision of infrastructure development of rural areas. After analyzing the sources of funding for rural areas, we can conclude that it is necessary to monitor the effective use of funds and their spending, the financing of programs and projects to their full realization, rather than the cessation or suspension at the initial stage.
