Необхідність формування парадагми сталого землекористування (економічний аспект)

Abstract

Визначено сучасну парадигму землекористування, яка будується на системному сприйнятті економічної, екологічної та соціальної компоненти, що слугує основою формування засад сталого розвитку. Встановлено, що ді- яльність світової спільноти спрямовано на досягнення цілей сталого розвитку з метою збереження природних ресурсів та навколишнього середовища для існування та життєдіяльності майбутніх поколінь. У цьому контексті досліджено методологічну наповненість парадигми землекористування та обґрунтовано актуальність синергетичної основи фор- мування парадигми сталого землекористування. Спрямованість діяльності сучасної національної економіки України у бік досягнення економічної ефективності її галузей свідчить про необхідність врахування економічних аспектів форму- вання парадигми. Досліджено сучасні екологічні проблеми землекористування та запропоновано систему заходів щодо досягнення сталості землекористування.

A modern paradigm of land use is defined, which is based on the systematic perception of the economic, ecological and social components, which serves as the basis for the formation of the foundations of sustainable development. It has been established that the activities of the world community are aimed at achieving the goals of sustainable development with the aim of preserving natural resources and the environment for the life and activity of future generations. In this context, the methodological completeness of the land paradigm is explored and the relevance of the synergetic basis for forming a paradigm of sustainable land use is substantiated. The main reason for the search for a new scientific paradigm of sustainable development is the contradiction in the existence of the sphere of objective causal functioning of nature and society, as well as the lack of conformity of the evolution process of nature and society. The process of development of world society is based on the principle of self-organization, and the functioning of the natural environment depends entirely on human activity. From this standpoint, the existence of the system of relations between nature and society in the conditions of the inevitable turn of time within the limits of existence and evolution leads to a qualitative transition of one state of the system to another, which requires the definition of the subject in objective processes. In order to determine the effectiveness of the model of sustainable development, it is necessary to distinguish three main groups of indicators: economic, environmental and social. The existing model of the development of the national economy, which should be attributed to a model of anthropogenic type of economic development, built on the use of artificial means of production, which are created without taking into account environmental constraints. One of the reasons for maintaining the traditional type of economic development without focusing on social and environmental issues was the emphasis on the economic science only on the directions of achieving the maximum economic effect of economic activity. The direction of the activity of the modern national economy of Ukraine in terms of achieving the economic efficiency of its branches indicates the need to take into account economic aspects of the formation of the paradigm. The modern ecological problems of land use are explored and a system of measures for achieving sustainable land use is proposed.
