Методологічні аспекти дослідження технологічної конкурентоспроможності економіки країни

Abstract

У статті узагальнено наявні в економічній літературі підходи до аналізування стану технологіч- ної конкурентоспроможності економіки країни. Надано характеристику таких основних методичних підходів до аналізування технологічної конкурентоспроможності, як компаративний (порівняльний), гносеологічний, комп- лексний як підвид системного, синергетичний і динамічний. Звернено увагу на особливості системного підходу, який розглядає економічну систему як сукупність компонент та зв’язків різного порядку. Проаналізовано низку міжнародних методик розрахунку технологічної та інноваційної конкурентоспроможності (та їх окремих склад- ників), включно з інструментарієм інтегрального оцінювання нормалізованих індикаторів і побудови відповідних рейтингів. Зроблено висновок, що постійний моніторинг стану і розвитку інноваційної системи та її технологічної складової частини є необхідною умовою для формування науково обґрунтованої політики держави на засадах тех- нологічного випередження.

The article summarizes the approaches available in the economic literature to the analysis of the state technological competitiveness. The purpose of the article is to analyze, synthesize and improve the methodology of research of technological competitiveness of the country's economy. Ensuring the technological competitiveness of the economy in the global environment as a complex and systemic process that requires the formation of a suitable environment, natural motivation of subjects, public readiness, the establishment of institutional and economic conditions, etc., is determined by a number of direct and indirect factors that are important to be able to track and explore. The characteristic of such basic methodical approaches to the analysis of technological competitiveness as comparative (comparative), epistemological, complex as a subsystem of systemic, synergistic and dynamic is given. The attention to the peculiarities of the system approach which considers the economic system as a set of components and connections of different order is paid. At the global level, the analysis of technological and innovation development of countries is presented by such measures: Global Competitiveness Index WEF (GCI), World Competitiveness Yearbook (IMD WCY), World Digital Competitiveness Ranking (WDCR), Global Innovation Index INSEAD (GII), Innovation Capacity Index EBS (ICІ), Bloomberg Innovation Index (BII), Knowledge Economy Index (KEI), Global Talent Competitiveness Index (GTCI), Intellectual Property Right Index PRA (IPRI). A number of international methods for calculating technological and innovation competitiveness (and their individual components) are analyzed, including tools for an integrated assessment of normalized indicators and the construction of appropriate ratings. Disadvantages of many approaches are revealed. Attention is drawn to the fact that a number of methodological approaches are characterized by high volatility. It is concluded that continuous monitoring of the state and development of the innovation system and its technological component is a prerequisite for the formation of scientifically grounded state policy on the basis of technological advance.
