«М’яка сила» Польщі в Україні: освітні та культурні інструменти

Abstract

Політика «м’якої сили» Польщі в Україні, спираючись на міцний інституційний фундамент у вигляді державних та неурядових установ та організацій, носить системний та всеохоплюючий характер. Головними наслідками дії освітніх та культурних інструментів «м’якого» впливу сусідньої держави є формування позитивного іміджу Польщі серед українського населення, поширення європейських цінностей в Україні та залучення в польську економіку фінансових та трудових ресурсів. Якщо для Польщі результати її «soft power» є здебільшого позитивними, то для нашої країни наслідки «м’якого» впливу сусідньої держави є неоднозначними. Ключові слова: «м’яка сила», публічна дипломатія, освіта, культура, Польща, Україна. Poland's soft power policy in Ukraine is systemic and comprehensive. A network of government institutions has been created for its institutional support, both domestically and abroad. In addition, soft influence is directly exercised by non-governmental institutions and organizations, the media, universities, as well as representatives of the scientific and cultural environment. The main consequences of using educational and cultural tools of the soft power of the neighboring state are: 1) forming a positive image of Poland among the Ukrainian population, especially young people; 2) spreading European liberal and democratic values in Ukraine; 3) financial benefits from Ukrainian youth, who pays for studies in Polish universities and makes other expenses in the host country; 4) attracting a large number of labor resources, mainly young people, into the Polish economy. The latter is also caused by socio-economic and military-political problems in Ukraine, which is losing its human potential not only in the East but also in the West. Therefore, the effects of the Polish soft power for our country are ambiguous. Keywords: soft power, public diplomacy, education, culture, Poland, Ukraine.
