Державницький підхід науковців Ужгородського національного університету до вирішення мовної ситуації на Закарпатті впродож 2017-2019 рр.

Abstract

У статті розглядаються заходи, зреалізовані Ужгородським національним університетом, зокрема науково- педагогічними працівниками філологічного та інших підрозділів, задля врегулювання мовної ситуації на Закарпатті від часу ухвалення закону «Про освіту» (вересень 2017 р.) до прийняття проєкту Закону про забезпечення функціонування української мови як державної (жовтень 2018 р.) та його ухвалення (25 квітня 2019 р.). Стан української мови як державної мови розглядається у тісному зв’язку з суспільно-політичними явищами в регіоні, Україні та світі.

The article deals with measures implemented by Uzhhorod National University, academic and teaching staff of philological and other departments, in order to resolve the linguistic situation in Transcarpathia since the adoption of the law «On Education» (September 2017), before the adoption of the draft law on ensuring the functioning of the Ukrainian as a state language (October 2018) and its approval (April 25, 2019). The environment of the Ukrainian language as a state language is considered in close connection with socio-political phenomena in the region, Ukraine and the world. It is reported on a number of issues, and namely: the introduction of a new educational program at the Department of Philology; the improvement of the teaching methodology of Ukrainian as a foreign language at institutions/schools of general education with the educational process, delivered in languages of national minorities (i.e. Hungarian, Romanian); on the work on the draft «Through the Dialogue with the National Minorities – to the Resolution of the Linguistic Issue in Transcarpathia / Transcarpathian Region» within the framework of the project entitled «Promotion of the Reforms in the Region» under the direction of the Institute for Economic Research and Policy Consulting in cooperation with «Europeyska Pravda», which included establishing the dialogue with local authority/government representatives, schools authorities and other educational institutions/educational supervisors, teachers, parents, representatives of public organizations and local political parties, employers etc. through a number of in-depth and formalized interviews applying the IER method in areas where national communities are located in Transcarpathian Region; on participation in training seminars and workshops as part of the all-Ukrainian experiment «Promotion of Multilingualism in Children and School Students: Progressive European Ideas in Ukrainian Context» under the aegis of the Ministry of Education and Science of Ukraine jointly with the Office of the OSCE High Commissioner on National Minorities; on the elaboration of the interactive map of dialects aimed at the innovative preservation of Ukrainian slangs (language varieties), their learning facilitation and dialect survey results popularization including those, conducted by students and a series of other important events
