Організаційно-правове середовище процесу стимулювання соціально-економічного розвитку регіону в умовах фінансової децентралізації

Abstract

У статті розглянуто особливості організаційно-правового середовища процесу стимулювання соціально-економічного розвитку регіонів в Україні. Установлено, що в сучасних умовах інтеграції з країнами ЄС нормативно-правова база стимулювання соціально-економічного розвитку регіонів України змінюється та доповнюється з позицій сприяння децентралізації органів місцевого самоврядування відповідно до європейських вимог реформування вітчизняної економіки. Впровадження подальших змін обумовлено незадовільним фінансовим забезпеченням регіонів України, що стримує їх соціально- економічний розвиток, та спрямовано на вдосконалення управління з урахуванням досвіду розвинених країн світу. The article deals with the peculiarities of the organizational and legal environment of the process of stimulation of socio-economic development of the regions in Ukraine. It has been established that in the current conditions of integration with the European Union countries, the regulatory framework of stimulation of socio-economic development of the regions of Ukraine is being changed and supplemented from the position of promoting the process of decentralization of local selfgovernment bodies in accordance with the European requirements for reforming the domestic economy. The additional introduction of incentives will promote the ability of local self-government bodies to resolve issues of regional significance independently, at the expense of their own resources. Under these circumstances, local budgets receive additional tax revenues, as well as the rights of local self-government bodies have been expanded to increase the efficiency of paid taxes. There have been proposed some changes in the regulatory framework for organizing the stimulation of socio-economic development of the regions of Ukraine in conditions of financial decentralization that are aimed at providing local governments with financial resources necessary for the performance of their functions and powers; decrease in the level of dependence of local budgets on transfers from the state budget of Ukraine; reducing the deficit of local budgets. Thus, the analysis of modern legislative acts and regulatory documents of a socio-economic nature (on the basis of which the stimulation of regional development takes place) has identified the features and the main disadvantages of the process of stimulation of such development through the budget instruments.
