Ужгород, 2017. Дисертацію присвячено вирішенню актуальної наукової задачі стимулювання соціально-економічного розвитку регіонів в умовах фінансової децентралізації. Досліджено теоретичні аспекти забезпечення такого розвитку за допомогою організаційно-адміністративних, економічних (виробничих, ринкових, фінансових) та соціальних інструментів стимулювання соціально- економічного розвитку регіонів. Розроблено методику розподілу дотацій вирівнювання, в якій, на відміну від попередніх, прямий і реверсний дотаційні коефіцієнти є не фіксованими, а розраховуються аналітично, виходячи з принципу бездефіцитності процедури перерозподілу коштів між місцевими бюджетами, що дозволяє гарантувати відсутність потреби в залученні коштів державного бюджету для соціально-економічного розвитку регіонів України. Обгрунтовано рекомендації щодо подальшого удосконалення напрямів стимулювання соціально-економічного розвитку регіонів України на засадах фінансової децентралізації. The thesis is devoted to actual scientific problem of stimulating socio¬economic development of regions in conditions of financial decentralization. Theoretical and methodical aspects of stimulating socio-economic development of regions in the conditions of financial decentralization are researched, file theoretical aspects of socio-economic development of the region by means of budgetary instruments. In modern conditions the most demanded form of stimulation of regional development is financial decentralization, that takes into account the peculiarities of centralization and decentralization of relations between the state and its regions and has features depending on the country, is determined. The analysis of foreign experience of stimulating regional development in the conditions of financial decentralization is carried out. Socio-economic development of regions in developed countries promotes the redistribution of management functions and responsibilities in favor of local self-government; providing local governments and local governments with the right to regulate local tax rates; raising the level of diversification of the tax base is established. It was found that the legislation of Ukraine is supplemented with products to promote the decentralization of local government according to the European requirements for the reforms of the national economy. Strategic directions of socio¬economic development of regions include the transition to government decentralization policy; balanced development of regions in Ukraine; the investment support of regions; the implementation of the tools of optimal use of local budget resources. The analysis of main conceptual models of participatory budgeting in the framework of economic and institutional environment of Zakarpatsky region allows to confirm that most of them are not suitable since they require special institutional conditions, propose use of selective approaches, limit the range of issues to consider etc. For the region the combining of both neocorporativism and community development models could be considering reasonable. In this framework the algorithm of designing and implementing project of participatory budget of Zakarpatsky region is proposed. It is proposed to ensure the process of sequential accountability and financial controllability by means of set of models: the “principal-agent” model, the model of representative accountability, the cooperation model and mutual accountability model. The main principles of stimulation of social and economic development of Ukrainian regions are determined as following: transparency, efficiency and predictability of budget policy.
