Методичний підхід до визначення економічної сутності поняття "санація" через визначення її видів і функції

Abstract

В роботі пропонується підхід до визначення економічної сутності поняття через вивчення його видів і функцій з метою уточнення змісту терміну «санація». В статті зазначається, що механізм санації недостатньо використовується у вітчизняній практиці, у той час як в розвинених країнах перевага віддається відновленню платоспроможності перед банкрутством. Серед іншого це пов’язано із недостатнім вивченням процедури в контексті українських реалій. Авторка розглядає економічну сутність санації як похідну від її видів і функцій. Тому в статті запропоновано класифікацію існуючих видів санації, а також розглядаються функції і завдання, які виконує санація на макро- і мікрорівні. Проведені дослідження дали змогу запропонувати авторське тлумачення терміну «санація», що ляже в основу подальших досліджень, зокрема вивчення санаційного потенціалу підприємств машинобудування.

The economy of Ukraine is still developing. Therefore, every year many enterprises go bankrupt. The number of open bankruptcy cases is increasing under the influence of global financial and economic crises, internal problems, including the conflict in the east of the country. Such challenges require new approaches. The number of bankrupt enterprises is increases. At the same time, the number of enterprises restored solvency are remains critically low. The one of the reasons of this situation is that nowadays, economic science pays more attention to studies of the crisis fact and its consequences. Meanwhile there is lack of researches on the early warning, prevention and response for solvency problems. Therefore, studies of sanation as a method of restoring solvency are relevant. To explore the phenomenon the concept study is necessary. Therefore, this work is devoted to studying the economical meaning of the concept "sanation" through its types, classification and functions. There is a discussion of the approaches to the determination of sanation among Ukrainian and foreign scientists in the article. It also considers the current legislation approach to this term. The author explains why these definitions require refinement. The issue of preventive sanation is also raised. Preventive sanation is the kind of renovation enterprises implement in the crisis management’s boundaries. A classification of the types of rehabilitation according to five different characteristics is proposed. Each feature is explained. There is also a reference to the foreign experience of reorganization of enterprises. Two approaches are considered. The priority is given to the satisfaction of creditors according to the first approach. The priority is the preservation of the enterprise and the interests of workers in the second case. The author emphasizes that bankruptcy of enterprises has unpleasant social consequences. She notes that sanation is a preferable method overcoming the bankruptcy. To prove this, the functions of rehabilitation at the macro and micro level are considered. The author offers her own refined definition of the «sanation» based on the classification and functions of enterprises solvency renovation.
