| Abstract: | Критично оцінюється процес законотворення в Україні. Показано, що цей
процес не має безперервно поступального характеру, а поруч із певними до-
сягненнями характеризується відкочуванням, тобто після певного реформуван-
ня мають місце контрреформи як реванш чиновників за попередні незручності.
Запропонована періодизація процесу законотворення в Україні в контексті спів-
відношення реформ і контрреформ. The process of lawmaking in Ukraine is critically evaluated. It is shown that this process is not continuously progressive, and along with certain achievements is characterized by a pullback, that is, after a certain reform, counter-reforms take place as a revenge of officials for previous inconveniences. A periodization of the process of lawmaking in Ukraine is suggested in the context of the correlation of reforms and counter-reforms. |
