Abstract

Статья посвящена рассмотрению административной процедуры сквозь призму существующих барьеров, которые препятствуют ее внедрению в правовой механизм отношений между органами власти и гражданами. Автор проводит классификацию барьеров и раскрывает их сущность. Указывает на основные негативные тенденции, которые создают дополнительные проблемы в реализации процедурного механизма. Выявление существующих барьеров позволит нам определить дальнейший механизм их преодоления и, как следствие, приблизит нас к становлению административной процедуры.

The article is devoted to consideration of the administrative procedure through the prism of existing barriers that prevent its introduction into the legal mechanism of relations between authorities and citizens. The author gives a classification of barriers and reveals their essence. The author points to the main negative trends that create additional problems in the implementation of the procedural mechanism. Identification of existing barriers will allow us to determine the further mechanism for overcoming them, and as a result, will bring us closer to the establishment of an administrative procedure.
