MODERN ISSUES ON SETTING UP AND DELIMITATION OF SETTLEMENT’S AREA AND ITS ROLE IN SOCIO-ECONOMIC, POLITICAL AND LEGAL DEVELOPMENT OF THE STATE

Abstract

Considering that today the land resources is the main wealth of the state and is the basis for the planning and development of settlements, and therefore almost play a major role in the socio-economic and political-legal development, the problem of setting up and delimitation of settlements’ area in Ukraine arises more acutely serves as the basis for the accumulation of derivatives problems of land legal relations, which in turn prevents the effective development of settlements, inhibits the development of market and investment processes, makes it impossible to conduct an effective state policy in the field of land use and protection, that is an obstacle to the rational use of land resources in Ukraine and transition to modern systems maintenance industry and urban cadaster in Ukraine. In view of the urgency of the problem, it is clear the urgency to conduct a research aimed at an analysis of the legislation for the recognition and establishing the limits of administrative units and finding the most-effective procedure for the recognition and establishment of limits and of including this information to the public geographic information systems, including the State Land Cadaster. The objective of this paper is research and analysis on the example of Uzhgorod, Transcarpathian regional center the major gaps in the law relating to the recognition and establishment of limits for settlements that are the basis of the problems of land relations and the development of infrastructure of the city that is unique in its physical geography location. The results obtained make it possible to create a system of legal and technical measures that are intended to not only eliminate the problem of recognition and establishing the limits of administrative units in Ukraine, but also to ensure the creation the actual legal, cartographic and information basis for the state land cadaster, and thus for effective implementation of the state policy in the sphere of land relations
